  1. General Background of the project

COOPITA The project seeks to help displaced people in the area Banki, Bama LGA in the state of Borno in the North East of Nigeria. Through this project, INTERSOS will support the construction of 380 temporary housing with blocks of latrines and showers. The project also aims to build 6 wells for drinking water. All construction activities will be done through an approach ” cash for work ”, directly involving the beneficiaries under the supervision of skilled labor. All communities will be actively involved in the project by creating synergies that will include, among others, local authorities.

The crisis that hit six federal states in the North East of Nigeria, affects 26 million people, 14 million of whom are in urgent need of humanitarian assistance (50% are children). The main needs are concentrated in the states of Borno, Yobe and Adamawa, where the conflict has led people to flee their homes, creating a situation of high food insecurity leading to malnutrition of the most vulnerable populations. There is also need for accessible infrastructure and functioning and basic services. Some Nigerian army made safe areas, are now accessible to humanitarian workers. Industry studies show that about 2.4 million people in urgent need of temporary shelters; 1.8 these are displaced persons (52% women and 48% children). Only in the state of Borno, 4.4 million people are in a position to vulnerabilià, 2.6 million belong to the community of welcome, 1.4 million are internally displaced and 0.4 million have repatriated.

The project will be implemented in the town of Banki, where INTERSOS is already operational with food distributions funded by WFP. The city is currently hosting some 30,000 IDPs living in abandoned structures and made available by the army or in temporary shelters distributed to about 7,500 people by the partners operating in the area. The majority of the population, however, has no access to housing facilities or to basic services such as water and sanitation.

  1. The general objective of the position

The project leader it will have management responsibility and complete technical realization of the project; will follow all the procurement procedures of goods and materials, staff selection, monitoring and supervision of financial expenses related to the project activities. He / she will also support the training and supervise all activities in the field, will be responsible for regular reporting with donors and will participate to the technical coordination meetings. The selected candidate will act as Assistant Chief of Mission, working with him in the management of the mission and relations with donors and partners.

  1. Main tasks and responsibilities
  • Planning, coordination, monitoring and evaluation of the implementation of the project, ensuring punctuality and quality in the delivery of shelters and WASH facilities, in accordance with the approved project;
  • Keep a tight control of the financial costs of the project;
  • Drafting of regular reports, including those for donors and the ” Project Appraisal Tool ”, ensuring the timely and accurate data collection for all project activities;
  • Relations with the government and local authorities, non-state actors, UN agencies, NGOs and donors at the local level;
  • Coordination with the Departments of Administration and Logistics, to ensure ‘supply of equipment necessary for the implementation of activities at the intervention sites;
  • Supervision and coordination of rapid needs assessments, based on the priorities set in INTERSOS strategy – Nigeria 2017, according to the evolution of the crisis;
  • Ensure information sharing, especially with the coordinators of the mission;
  • Monitor the status of food security in the areas of intervention and share information with the responsibility for food safety INTERSOS and with the mission managers;
  • Participate proactively to the technical coordination meetings and sectoral working groups.
  1. Requirements
  • Degree in International Cooperation and Development or in a relevant technical field such as construction, engineering, architecture or similar
  • At least 5 years experience in an international context in similar positions or in the humanitarian field, including emergency missions
  • Previous experience of working in Nigeria and the Lake Chad Basin (desirable)
  • Experience of previous work in NGOs, in particular in the areas Shelter and WASH
  • Previous experience working with displaced people or refugees
  • Previous experience in the development and implementation of M & E (desirable)
  • Knowledge of the projects financed by AICS (desirable)
  • Knowledge of the cluster system
  • Ability to manage the administrative aspects, logistic and human resources of the project
  • Ability to administer the funds and follow the financial reporting of the project
  • Managing information systems (MS Office, Internet, e-mail, etc.), especially Excel
  • Excellent knowledge of Italian language (written and oral) and the ‘English
  • Strong organizational skills and problem-solving analytical approach
  • Ability to establish effective working relationships with staff, beneficiaries and other stakeholders
  • Ability to take initiative and work independently
  • Ability to achieve results effectively, considering the need for speed, quantity and quality
  • Capacity to integrate and work in multi-ethnic and multi-cultural teams, in austere and hostile environments
  • Availability to share accommodation (if needed)
  • Driving license (desirable)
