Project Overview and Role
Palladium seeks a Policy and Enabling Environment Manager for the anticipated USAID-funded project in Rwanda. The purpose of the project will be to facilitate the emergence of a dynamic off-farm sector that can generate more and higher wage employment for the broad majority of Rwandans currently engaged in subsistence agriculture and other marginal economic activities. The activity will achieve this by alleviating constraints to entrepreneurship, in particular but not exclusively, constraints to finance.
Responsibilities
- Responsible for improving economic opportunity policies resulting in better trade, transparency, and enabling environment for private sector investment in off-farm economic growth sectors
- Supports policy assessment, design, advocacy, implementation of policies that support generation of off-farm employment opportunities
- Support public private dialogue
- Conducts formative research for messages and materials development
- Initiates awareness through government entities, private sector and NGO community working with them to design communication and messaging content
- Strengthens capacities of government and other partners to develop and manage communication activities.
Requirements
- Master?s degree in education, business, law, economics, or a related field
- 5-10 years prior experience in a senior level position working on economic, enabling environment, public private dialogue, preferably in Rwanda
- Diplomatic skills and proven ability to work effectively with government and other stakeholders
- Fluency in Kinyarwanda and English; French is desirable
