We seek to recruit a Procurement Officer who will be responsible for maintaining contracts with vendors, initiating and keeping track of Purchase order (PO)s, inspecting goods/services up on delivery, receiving goods/services that are brought as per the description on the Purchase Order/request and distributing them to those who request it, and rejecting inadequate or lower quality items not meeting the PO requirements and filling out damage claims and return orders; filing procurement documents; keeping daily records and making necessary follow-ups on processing payments for completed Procurements. Generally, the Procurement  Officer will be responsible for ensuring that all procurements are made in compliance with PATH and donor requirements.

Specific Duties and Responsibilities:

  • Draft and prepare Purchase orders, ensuring relevant procurement procedures have been applied and all supporting documentations are attached.
  • Issue Purchase Order (POs) to suppliers and make appropriate follow up on POs to ensure suppliers comply with its terms/conditions including delivery deadlines.
  • Follow up the preparation and maintenance of contracts (agreements, subcontracts or Work orders) with suppliers for procurement of goods/services, ensuring all the necessary information is available.
  • Negotiate purchase conditions and purchase all specific goods and services as specified in the purchase requests or orders and in Compliance with global and local procurement procedures and practices.
  • Follow up on the procurement process until goods/services are delivered by suppliers and they are distributed to the section/department that has made the request.
  • Maintain appropriate filing system (both soft copy and hard copy) and database for PO files, suppliers’ files and goods/services files.
  • Coordinate and facilitate the procurement requirement of the country Office on the basis of the procurement policies and guidelines.
  • Participate on the Pre-qualification process of suppliers and on the establishment of Preferred vendor list to be used as a supply source as per PATH Ethiopia’s procurement policy.
  • Inspect goods on arrival to ensure their correctness/match using purchase orders, invoice and/or packaging list/delivery notes before goods are handed over to the store.
  • Ensure the invoices/receipts received reconcile with purchase order issued and raise Payment Requests for completed procurements by ensuring all the necessary documentations are fulfilled and approvals are sought from appropriate projects.
  • Compile and prepare status/progress report on procurement activities on monthly basis/when needed.
  • Develop, update and monitor PATH Ethiopia procurement plan in close collaboration with the Finance & Admin Manager and project PADMs.
  • Determine the procurement method to be carried out based on the thresh hold limit indicated on the local procurement manual.
  • Draft and prepare specific procurement notices, invitations for bids or requests for expressions of interest or request for proposals or quotations for inviting and obtaining bids, proposals and quotations from Suppliers together with other Country Office and project staffs in accordance with PATH Ethiopia procurement guidelines.
  • Prepare bid, proposal and quotation evaluation analysis and report to the locally assigned procurement committee for review and comment and follow up on its approval and authorization by the concerned staff.

Required Experience

  • BA in Procurement & Supply Management or related fields;
  • 5 years of experience as a procurement Officer Position.
  • Documented results related to the position’s responsibilities
  • Excellent computer skills using MS Word, Excel, and Outlook highly desired.
  • Highly organized, flexible, and adaptable to changing priorities and ability to work well under deadlines.
  • Excellent verbal and written communications skills in Amharic and English required.

You must currently have legal authorization to work in Ethiopia.
