Egyptian candidate (university graduate) with at least 10 years of experience in managing procurement and operations of rural projects (handicraft/ agriculture) in Egypt and with excellent English language knowledge. She/he will support the International and National Coordinator and will lead project procurement and operations, ensuring smooth functioning of the project operations with responsibility of the procurement of a wide variety of supplies and services associated with the project.

Excellent communication and project reporting skills (Arabic and English).

CIHEAM Master degree will be considered an asset.

  1. Obligations and responsibilities

The Procurement and Operations Officer will report to the International and National project Coordinator, as well as to CIHEAM Bari Chief Accountant, and he/she will work to perform the following tasks:

  1. Plan, manage and provide legal and administrative advice on procurement activities (publication, tendering, contracting, post contracting), following both CIHEAM- BARI and MARL rules, procedures and regulations;
  2. Issue local tenders. Taking part to the evaluation committee offers and make legal recommendations for the finalization of purchases and the award of contracts;
  3. Prepare contracts
  4. Review technical proposals of suppliers and carry out cost/benefit analysis;
  5. Manage and coordinate negotiations with all interested parties including contract disputes and claims;
  6. Analyse and evaluate commodity tender results;
  7. Assisting in drafting of job descriptions for experts who will be hired within the framework of individual contracts;
  8. Preparation of inventory reports;
  9. Prepare reports on procurement activity;
  10. Perform other related duties as required;
  11. Assure the coordination with local technical experts form the EACDP and MALR.
  1. Requirements

At the moment of submission the candidate must own the following:

  • Master degree in Business Administration, Public Administration, Finance, Economics or related field;
  • Up to 10 years of experience in handling procurement in general, and national public procurement (Egypt);
  • Experience in contract management, administration or related area is highly desirable.
  • Experience working with Egyptian Governmental Institution and International organizations;
  • Demonstrated analytical and problem solving and negotiating skills with ability to balance project objectives and procurement requirements with client’s needs;
  • Full availability to travel all over the project sites, experience with human dimensions of community development and management, experience in working in a multi-dimensional and multi social environment;
  • Working Knowledge of English
  • Good skills in writing and preparation of contracts and reports
  • Computer skills: excellent knowledge and use of main softwares such as electronic sheets, excel, PowerPoint, typing.
  1. Working Experience
  • 10 years of experiences in procurement and administration
  • Experience in project development will be considered as a plus.

  1. Selection procedures

Applications will be screened and preliminary evaluated by the project management unit. Successively only shortlisted candidates will be invited to have an interview at Project headquarters in Cairo.

During the interview, competences and skills as well as experience, language, Computer and PowerPoint Presentation skills will be evaluated.

The Commission will submit to CIHEAM Bari direction the final evaluation for definitive approval and contracting.

Assignment will be formalized in conformity with CIHEAM Bari rules and financial regulations. A criminal record will be asked prior to contracting.

Salary will be in EGP. The compensation will depend upon qualifications and experience of the selected candidate.
