  1. Purpose of the position:
    The Program Advisor’s (PGA) responsibility is to guarantee a high quality programme design by ensuring line management with expertise and knowledge. The PGA will provide major input in programme formulation and monitoring as well as the development of project proposals for potential donors.
  2. Main activities:
    The PGA has been assigned with responsibility and holds delegated authority for:

Programme Quality

  • Advising and supporting PGMs on the development of Program Plans;
  • Contributions to the Country Annual Plan (CAP), with a specific responsibility for the quality and consistency of program planning;
  • Writing, technical support, and advice in the development of project proposals and monitoring consistency between proposals and Program Plans;
  • Monitoring and evaluation of the quality and effectiveness of program and project implementation;
  • Development, implementation and maintenance of monitoring and evaluation systems and tools;
  • Development, support and monitoring the implementation of strategies and corresponding systems for beneficiary accountability;
  • Innovation in programme design and execution;
  • Contributes to partner capacity enhancement in programme related areas;
  • Ensuring gender and conflict sensitive project design and implementation.

Reporting/Digital Data Collection

  • Consolidated annual programme review (as part of CAP Annual Review);
  • Monitoring the quality of internal and external reporting against internal and external standards;
  • Specific evaluation reports
  • Knowledge Management*
  • Developing knowledge management at country level and contributing to organization wide knowledge management. Authority
  • The performance of those assignments, rights and authorities which should always be carried
    out within the boundaries of the CAP of the country organization, the project plans as approved
    by the donors and the country’s quality management system as approved by the Country
    Director.
  • In accordance with ZOA’s planning and review system as described in PMS (ZOA’s Program Management System), the PGA is responsible for the development and maintenance of the following documents;
  • Annual activity planning for staff under the PGA if applicable, in accordance with the assigned responsibilities;
  • Monthly progress reporting against activity planning;
  • Specific evaluation reports;
  • Any other reports to be determined by the CD In the performance and as a member of the Country Management Team, the PGA balances the interests of his department, the country organisation as a whole and of all stakeholders involved.

Knowledge

  • University degree in a humanitarian, development or other relevant field;
  • At least three years field experience in a development country;
  • Command of English speaking & writing;
  • Project Cycle Management;
  • Research skills.

  • Logical thinker;
  • Strong formulation and writing skills;
  • Innovative;
  • Customer-friendly attitude;
  • Result-oriented approach;
  • Initiative;
  • Interpersonal sensitivity.
  1. Special requirements
  • Frequent field work required (up to 1/3 of his/her time)
