Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programmes broadening the scope of women’s citizenship, leadership and political participation, especially in countries affected by crisis and undergoing transition. This is essential to meeting women and girls needs in crisis, and ensuring that transitions are both fully inclusive and democratic, and respond to the needs and priorities of women and girls. Additionally, and as part of broader momentum for reform across the Arab States, and towards institutionalizing gender in governance, ROAS assists efforts to make national plans and budgets fully supportive of gender equality commitments. Economic empowerment is another critical concern, therefore, ROAS engages with regional partners and civil society to advance policies and programmes that bolster women’s opportunities in this arena. Ending violence against women is another critical component of UN Women ROAS by supporting the adoption of national policy frameworks, reforming laws discriminating against women, establishing comprehensive prevention and protection services, and raising awareness of strategies to combat violence.

The Regional Office is leading and supporting the roll out of a number of programmes on peace, security and humanitarian action. These programmes aim both to meet the needs of women and girls in crisis settings, and to ensure that they are active participants in shaping humanitarian aid flows and peace and security processes – for the promotion of equality and empowerment.

Duties and Responsibilities

Under the direct supervision of the Advisor, Peace, Security and Humanitarian Action in the UN Women Regional Office for Arab States, UN Women is looking to hire a Program Officer, who will undertake the following duties and responsibilities related to the program

  1. Provides effective management of the program, focusing on the achievement of the following actions
  • Under the guidance of the supervisor, supports the analysis and research of the political, social and economic situation in the country and drafts reports to support the UN Women country office programme planning;
  • Helps ensyre quality of programme/project design incorporating lessons learned, newly developed policies and best practices – and establishing appropriate execution and monitoring systems, including ensuring the efficient and timely implementation of program activities through workplan development, contract management, donor reporting and implementation and budget oversight;
  • Coordination of program partners and ensuring flow of information with women’s organizations, government organizations, donors and local NGO’s; arranging for meetings with stakeholders and draft minutes of meetings as requested; and
  • Managing workshops, activities and events related to the program as well as regular project-site visits in order to monitor and evaluate flow of activities on the ground.
  1. Strategic partnerships building and resource mobilization
  • Supports strategic partnerships and resource mobilization efforts by researching relevant documentation, and participating in donor meetings and public information events;
  • Maintains information and databases on donors and developing database of project profiles for presentation to donors;
  • Ensure good partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc;
  • Researches information on donors and drafts briefs on possible areas of cooperation;
  • Follows up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.
  1. Advocacy support and facilitation of knowledge building and management
  • Under the guidance of the supervisor, supports the establishment of advocacy networks at national level;
  • Supports relevant, high-impact advocacy activities and campaigns with key partners;
  • Collects knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices;
  • Contributes to knowledge networks and communities of practice.

  • Very good organizational skills;
  • Specific experience in gender-related initiatives is considered an asset;
  • Previous experience in the UN system (including with the Atlas financial system) is considered an asset.

Language Requirements

Very good communication and writing skills and fluency in English and Arabic (comprehension, written and spoken).

UNDP role in UN coordination
