Program Associate (Field Level Agreements)

Duties for the Programme Associate Job

  • Under the direct supervision of the CP Liaison Programme Officer and the overall supervision of the Head of Programme Support and Processing, the incumbent will be responsible for the following duties:
  • Assist and support the Local Project Review Committee (PRC) to review and follow up on approval of project proposals;
  • Act as the Secretary of the PRC meetings;
  • Conduct field missions to assist sub-offices in project review and project approval processes;
  • Compile inputs from Area Offices for submission to the PRC;
  • Review proposals to ensure that the given allocations of food or cash are not exceeded;
  • Prepare Field Level Agreements, ensure finalization and monitor their validity;
  • Liaise with Cooperating Partners to strengthen partnerships and improve quality of proposals and implementation of agreements;
  • Review and reconcile a variety of financial and operational reports;
  • Analyse and process requests for a variety of data;
  • Prepare periodic reports, statistical information and tables;
  • Liaise with other units to resolve issues, clarify or obtain additional information;
  • Maintain and update accurate records and files within the field of work;
  • Draft correspondence related to the field of work;
  • Provide guidance and training to support staff;
  • Perform other related duties as required.

Programme Associate Job Qualifications

  • Secondary school education, preferably supplemented by courses in human resources, public administration, transport, development economics or other related field.
  • At least five years of progressively responsible support experience including at least one year in afield related to programme functions.
  • At least one year at G5 level or equivalent.
  • Fluency in both oral and written communication in English is a requirement.
  • Experience utilising computers including word processing, spreadsheet and other WFP software packages.
  • Knowledge of WFP financial regulations and rules, and WFP policies and procedures in the area of work.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

WFP food aid is also directed to fight micronutrient deficiencies, reduce child mortality, improve maternal health, and combat disease, including HIV and AIDS. Food-for-work programmes help promote environmental and economic stability and agricultural production.
