Overview:
Reporting to the Country Director, the Program Management Officer will develop and/or refine project management systems to ensure thorough planning, budgeting, and implementation of the Lesotho program’s activities. The position will work closely with the in-country technical teams, finance and administration team, and Jhpiego’s HQ-based Senior Program Officer. The Senior Program Manager will be the link between the country office and Baltimore, ensuring appropriate and timely head office support to the program. He/She will supervise Program Officers and Program Coordinators. Program Management Officer has the following responsibilities:
Responsibilities:
- Develop and/or refine program management systems to ensure effective project management including routine program and budget reviews, development of implementation checklists, planning tools and financial reports, and briefing senior leadership following analysis of project performance
- In collaboration with finance and technical teams, monitor Jhpiego Lesotho budget implementation and develops plans to address spending challenges should they arise
- With support from Jhpiego Baltimore, develop and monitor sub-grants. Conduts local organization assessments as needed for sub-grantees
- Develop and implement annual project procurement plan in collaboration with finance and technical teams, and Jhpiego Baltimore
- Meet the program teams monthly (at a minimum) to review program status. Monitor program deliverable/procurements and budget/activity planning and monitoring, in-line with annual work plan(s)
- Coordinate in-country drafting of annual work plan process in consultant with technical and finance teams, including taking the lead in drafting and consolidating work plan narrative and organizing budget preparation.
- Represent Jhpiego at a variety of meetings, including with donors and the MOH
- Draft quarterly and other reports, prepare PPT presentations, respond to donor requests, etc
- Coordinate in-coming technical assistance visits from Jhpiego staff and other consultants
- Serve as the main liaison with Jhpiego Baltimore program and finance offices
- Coordinate response to donor and MOH requests for ad-hoc reports, communication pieces, and data
- Coordinate responses to HQ requests (e.g. JED, Measure of Success, Communication Materials)
- Mentor local program officers/program assistants in program management and implementation processes and systems
- Support New Program Development efforts in-country, including leading program design efforts
- Travel regularly field sites for program coordination
- Keep Country Director updated on programs in-country
Required Qualifications:
- Advanced degree in Public Health, Public Administration, Business Administration or relevant field
- 5+ years’ experience managing health programs at a regional or national level, including planning, designing, budgeting, supervising, evaluating and documenting results of donor-funded programs
- Excellent interpersonal and supervisory skills, inspiring teamwork and motivating staff, consultants and partners to achieve results
- In-depth knowledge of current international evidence-based HIV/AID prevention and treatment best practices and guidelines
- Excellent systems management and organizational skills
- Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability)
- Excellent verbal, written communications and presentation skills
- Strong project management knowledge including application of traditional project management principles in development project context
- Experience working in HIV, MNH, FP fields
- Credible understanding and experience in maternal, newborn, child health , HIV related issues
- Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
- Experience working in Lesotho would be an added advantage
