Description
We are currently seeking qualified candidates for the positions of the LINKAGES Program Officer for the USAID-funded project, Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Swaziland. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.
The key elements of the FHI 360-led team’s strategic and technical approach are
- Identifying key populations and locales and comprehensively assessing risk,
- Diagnosing ‘leaks’ and revealing access barriers within the HIV services cascade,
- Scaling up ‘what works’ while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
- Addressing structural barriers and transforming local KP organizations,
- Ensuring interventions are sustainable over the long term, and
- Supporting the mainstreaming of human rights, gender and competency and capacity development.
The position will be based in Mbabane, Swaziland. We are looking for Swaziland nationals and candidates currently based in the region.

Job Summary / Responsibilities
The Program Officer position provides broad program and management support under the LINKAGES Swaziland Project. This position supports Pre-exposure prophylaxis (PrEP) activities, supports development of PrEP technical strategies, designs and conducts training and activities, ensures referral and linkage to existing HIV prevention and treatment services are maintained and serves as the primary point person on PrEP programming. This position will also provide overall support to the LINKAGES Swaziland activities as assigned.
- Facilitate implementation of LINKAGES Swaziland PrEP programming and ensure on-going program management, monitoring, and reporting of these activities.
- Identification of how to most effectively incorporate PrEP into prevenient education and services, specifically focused on Key Populations.
- Support the development and roll out of education materials about how to use PrEP in conjunction with HTS.
- Work with a broader team to develop PrEP related materials within the Swaziland context.
- Develop key learning materials reports and interventions for research projects for LINKAGES PrEP programming.
- Support communication activities related to PrEP.
- Respond to a variety of programmatic, financial, administrative and logistics needs that arise for LINKAGES Swaziland.
- Provide program management and technical support to LINKAGES Swaziland Technical Officer and LINKAGES Swaziland Program Manager.
- Coordinate with the LINKAGES program and technical team to ensure smooth implementation and alignment of program activities across IPs.
- Work closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
- Monitor progress against program deliverables, goals and objectives.
- Report regularly to the LINKAGES Program Manager on progress and status of LINKAGES activities in Swaziland
- Write and edit technical reports and documents. Assist with publications, web pages, and presentations.
- Conduct searches of published literature in assigned technical area.
- Monitor and maintain protocols, instruments, data sets, manuals, training materials and reports.
- Coordinate and track the technical assistance strategy across the three LINKAGES results areas.
- Develop, implement and/or coordinate capacity strengthening initiatives for PrEP, and other activities as assigned, for program partners across the three LINKAGES results areas.
- Support the development and review of sub-awards, work plans, reports, and budgets.
- Coordinate and contribute to the development, review, and submission of funder progress reports.
- Stay current and up to date on all aspects of PEPFAR programming and reporting.
- Perform other duties as assigned.
Qualifications
- Bachelor’s Degree or its International Equivalent – Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
- Typically requires a minimum of 5-8 years’ experience with program management, US Government rules and regulations.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
- Prior team lead experience preferred.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- International or Domestic (US) Program Development or Program management preferred.
Preferred Qualifications
- Bachelors level degree in Management, Public Health, Social Sciences, International Development or related field or equivalent required; Masters degree preferred.
- At least 3 years of demonstrated excellence in a similar position working with key population groups.
- Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
- Knowledge of processes for developing and implementing HIV prevention, care, and treatment programs with key population groups in Swaziland
- Understands the HIV-related needs of key population groups in Swaziland, including female sex workers, and/or men who have sex with men and have worked to support and implement activities to reduce stigma and discrimination.
- Proven skills in mentoring, leadership and networking.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Swaziland
- Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
- Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.
- Experience of establishing strong working relationships with colleagues from different organizations and cultures.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Resourceful through technology, research skills, and relationship building among several organization teams and professional organizations to resolve problems and initiate enhancements.
