Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Programme Coordinator the successful candidate will be responsible for the management and coordination of IOM Libya’s (Displacement Tracking Matrix (DTM)) programme by strengthening the tracking and monitoring of displaced persons and migrant populations by developing the programme capacity to analyse root causes of displacement and migration and access to services across Libya.
Core Functions / Responsibilities:
- Manage and coordinate Libya’s Displacement Tracking Matrix Programme (DTM Programme), including the management and expansion of the programme’s Mobility Tracking, Flow Monitoring, Detention Center Profiling, Rapid Response Assessments and Event Tracker components.
- Implement DTM data collection and data management operations to meet expected output, track progress and ensure that deadlines are achieved.
- Coordinate field data collection on the humanitarian situation of Internally Displaced Peoples (IDPs) and migrants through local partners, third party staff, DTM regional focal points, data enumerators, and local authorities.
- Establish and supervise field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.
- Evaluate and enhance DTM’s data collection tools, processes and methodologies and where appropriate implement improvements in adaptation to the dynamic operating context as necessary.
- Oversee the preparation and dissemination of all DTM information packages, including but not limited to ensuring comprehensive data analysis, coherent report structure, appropriate contextualization, design and translation to Arabic.
- Ensure the harmonization of DTM data and reports with other DTM information products (interactive tools, website, social media presence, media outreach, maps, etc.).
- Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
- Ensure the maintenance of organized database(s) and reporting mechanisms for all information collected on internal / cross-border displacement and root causes of displacement.
- Organize appropriate trainings for the data collection team on issues related to DTM, including definitions, numbers, trends, impact on receiving populations, human rights concerns, and basic humanitarian needs.
- Lead thematic studies in partnership with key stakeholders, including short to long term analytical research using data collected through the DTM, whilst identifying knowledge gaps and opportunities for the expansion of DTM data collection and research activities.
- In coordination with IOM Libya’s Research Unit, develop partnerships with relevant external actors to strengthen and expand DTM’s analytical capabilities, and develop linkages between DTM data and broader IOM policy-oriented research.
- Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities.
- Build strategic partnerships with the government and humanitarian partners towards ensuring the programme’s sustainability whilst liaising with relevant national authorities, UN agencies, NGOs, think tanks, government authorities, and other stakeholders on issues relevant to the programme.
- Support and represent the role and functions of the DTM programme within inter-agency Working Group activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in humanitarian emergencies;
- Experience in the development and implementation of the Displacement Tracking Matrix
(DTM) or similar assessment and information management activities;
- Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.
Languages
Fluency in English is required. Working knowledge of French and/or Arabic is an advantage.
Note
With frequent travel and possible relocation to Libya if and when the situation is conducive.

Internationally recruited professional staff are required to be mobile.
