We are looking for a dedicated and experienced Programme Development Manager (PDM) for NRC’s Shelter and WASH programme in the Central African Republic. Since 2014, the shelter programme has focused on emergency response in IDP sites and rural areas as well as on return zones with the rehabilitation and reconstruction of houses. School construction is also a major component of the program. In terms of WASH, hygiene promotion both in communities and schools, as well as infrastructure rehabilitation, are the main components of the programme.

Job description

  • Develop Shelter and WASH strategies, technical guidance and Macro LFAs
  • Compliance with and adherence to NRC policies, guidelines, tools, and handbooks
  • Responsible for the development and management of funding proposals, project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage Shelter/WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Ensure high technical quality of projects
  • Promote synergies in strategy but also in implementation with other NRC programmes
  • Design trainings for community leaders and other stakeholders
  • Liaise with government officials, humanitarian/development actors, and civil society
  • Provide internal reports on time and with high quality

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Expertise in both hard and soft components of shelter and WASH responses
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Professional fluency in written and verbal French
  • Knowledge of the context in CAR is an asset
