UN-HABITAT helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. Currently, UN-Habitat is supporting the Government of the Democratic Republic of Congo (DRC) to improve land governance for sustainable peace and security in the Eastern Provinces. The purpose is to reduce the prevalence of land conflicts through Community Participatory Land Use Planning. This approach aims at addressing the absence of an efficient state administration and the complex ethnic dynamics of the region. For many years, competition around land is fueled by the return and reintegration for IDP’s and refugees, power and territorial struggle, agricultural versus pastoralist land use and the increased economic value of land. This position is located in the Regional Office for African of UNHABITAT at the Goma duty station.

Responsibilities

The Conflict Sensitivity Advisor will report to the Chief Technical Advisor based in Goma, DRC, and works closely with Senior Human Settlement Officer in charge of the portfolio at the Regional Office for Africa. The focus of this positions is coordinate conflict sensitivity related to the programme implementation as well as providing high quality advisory services conflict sensitivity, Do no harm measures, and peacebuilding to a variety of partners and clients:

1. Provide analytical, strategic and technical support to ensure conflict sensitivity and Do No Harm are integrated into the design and implementation of the programme:
• Oversee joint conflict and political analysis and planning to inform programme design that incorporates do no harm approaches and reflects the political complexities of CLUP.
• Guide the monitoring and reporting process to ensure that the risk matrix is permanently updated and duly implemented.
2. With a focus on the engagement of women and youth, identify opportunities to build confidence and mutual trust between national stakeholders, including government, community and civil society:
• Design and facilitate Conflict Sensitivity/Do No Harm (CSD) analysis and assessments and participatory conflict analysis, including the use of systems thinking tools;
• In collaboration with colleagues, identify emerging trends in relation to conflict sensitivity and peacebuilding that will inform new partnerships for advisory services, new applications of CSD lessons, and/or collaborative learning.
3. Plan, Prepare and Conduct an After-Action Review of the Community Participatory Land Use Planning (CPLUP):
• Conduct a briefing meeting with the Chief Technical Adviser, Team Leader and/or Country Focal Person at the ROAF
• Collect and analyse existing promising and best practices as well as what went wrong and why in similar situation related to participatory land use planning
• Finalize the After-Action Review (AAR) Reports and have consensus among the team members including development partners in the areas, UN-Habitat, and MONUSCO
4. Communications, Outreach and Advocacy:
• Support the Programme’s advocacy plans and outreach
Support the development of Communications materials for a wide audience of stakeholders (Donors, local governments, practitioners, etc);
• Perform other duties as required.

Education

Advanced university degree (Master’s Degree) in either political science, sociology, international relations, international economics, land Planning, law, public administration, or other related social sciences. A first level university degree in combination with additional two years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 7 years of senior level International experience in conflict analysis, policy, and strategy development, development and/or conflict including those related to land in a governmental, multilateral or civil society organization is required. Experience in peace building efforts, as well as joint analysis and planning, in conflict and fragile states is desirable. Experience working
Experience in DRC/Great Lakes Region would be a major asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French and English is required. Knowledge of other official UN language is desirable.
