Project Background

In 2016, KYNE started a collaboration with The Carter Center to design and implement a behaviour change communication (BCC) programme for Guinea worm disease (GWD) eradication. Our BCC programme promotes GWD preventive measures, as well as a cash reward to enhance surveillance for cases in the remaining four endemic countries: Chad, Ethiopia, Mali and South Sudan.

Considered a neglected tropical disease, GWD is a parasitic infection caused by the nematode roundworm parasite Dracunculus medenisis. It is contracted when people consume water from stagnant sources contaminated with Guinea worm larvae. In 1986, the disease afflicted an estimated 3.5 million people a year in 21 countries in Africa and Asia. Today, thanks to the work of The Carter Center and its partners — including the countries themselves — the incidence of Guinea worm has been reduced by more than 99.99 percent to 126 cases in 2014.

The Role

The Guinea Worm Eradication Programs (GWEP) in the four remaining endemic countries are responsible for overseeing the eradication program in country, and the successful post-holders will be integrated into this structure. KYNE is seeking Programme Managers to be based in N’djamena, Addis Ababa, Bamako and Kampala to support this work.

Together with KYNE staff in Europe and the USA, the Programme Managers will form part of a global team, to ensure that BCC materials and messaging are appropriate and effective for the different country contexts. The post-holders will oversee the roll out of communication tactics in-country, working closely with GWEP staff to ensure that tactics permeate the country. The Programme Managers will also work with KYNE’s Monitoring and Evaluation (M&E) Manager to lead on data collection for M&E purposes ensuring that data is collected, collated and delivered in a timely manner, in accordance with agreed milestones.

The post holder will build excellent rapport and effectively manage relationships with in-country stakeholders, including Ministry of Health, The Carter Center and the National Guinea Worm Eradication Programme. The post holder will also effectively communicate progress about country programmes to the rest of the KYNE team, and flag any areas of concern immediately.

Logistics of the Role

These are dynamic roles, and the post holders will be expected to be both proactive and reactive, according to changing country contexts. Programme Managers will ensure availability for both ad-hoc and weekly check-ins with KYNE team, as appropriate.

Emergency health insurance and security for this role will be provided. The post holder must abide by security rules at all times. Failure to adhere to security protocols can result in contract termination and repatriation.

A housing allowance is included for this field position, and the identification of housing is the responsibility of the post-holder. These are unaccompanied positions, and contracts are offered on a six (6) month basis. There is strong possibility of extension, based on performance.

Essential Job Functions and Key Areas of Accountability

Program Management

  • Serve as primary in-country liaison for communication between in-country stakeholders/colleagues and KYNE team providing relevant information on a timely basis
  • Ensure effective coordination and buy-in from national stakeholders for campaign development and delivery
  • Assist, if necessary, in the recruitment of national staff
  • Make key recommendations to KYNE team to improve programme implementation

Program Implementation

  • Support on implementation of focus group discussions (FGDs) to ensure that behavior change communications materials are effective
  • Collaborate with the KYNE team to prepare programmatically for materials and M&E trainings
  • Identify training needs, and act as primary facilitator for training workshops
  • Oversee and ensure logistical arrangements for trainings, including invitations, venue, catering
  • Oversee and ensure logistical arrangements for the distribution of BCC materials, including in-country storage and transportation
  • Identify media outlets, print houses, radio stations etc. for material dissemination, and build good working relationships to ensure successful delivery of the campaign assets
  • Lead on in-country data collection for M&E purposes, including recruitment and training of research assistants, where necessary

Representation

  • Build excellent rapport with in-country stakeholders related to the GWD eradication initiative
  • Act as ambassador of KYNE while in-country, supporting GWD eradication efforts

Qualifications and Experience:

  • MSc Public Health, Health Promotion, or other development related fields;
  • Minimum 5 years working in an African country, preferably on BCC related programming;
  • Excellent written and verbal communication skills in English (for all posts), and French (for Chad and Mali);
  • Local language skills in any of the three countries is an asset;
  • Experience of negotiating and working in partnership with government for health outcomes;
  • Experience of conducting both qualitative or quantitative research and analysis of data sets;
  • Experience of managing small to mid size teams for public health objectives;
  • Strong background in participatory methods for training and capacity building;
  • Ability to problem solve in challenging environments;
  • Willingness to travel within the country, frequently, to remote areas;
  • Nationals of Chad, Ethiopia, Mali and South Sudan with the relevant skills and experience are strongly advised to apply.
