JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Plan and manage WFP field operations to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays.
  • Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to food assistance needs
  • Coordinate with implementing partners and liaise with NGOs, local authorities, and other entities aimed at improving efficiency and timely food access to beneficiaries.
  • Analyse and prepare projections for food commodities, and non-food items to ensure timely call forward;
  • Ensure extensive and frequent presence at project areas, distribution sites and centres.
  • Liaise with Logistics section to ensure the programme requirements are met, including: review of the pipeline; meetings with logistics to allocate priorities for available commodities in order to fulfil the monthly distribution plan; in coordination with CPs, keep a close follow-up on the implementation of the plan.
  • Oversee the preparation of Monthly consolidated distribution reports, and provide inputs for all necessary reports related to the operations (Sitreps; briefing; etc.).
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Contribute towards the development of WFP projects and provide project management support, ensuring alignment with WFP programme policies, standards and procedures.
  • Provide support in ensuring alignment of WFP’s programme and initiatives with national strategies and priorities, and promote coherence of approaches, in coordination and collaboration with UN agencies and other key stakeholders.
  • Contribute to represent WFP’s strategy, comparative advantage, and approaches at national and interagency technical meetings and advocate for nutrition and/or HIV specific interventions.
  • Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of 5 years post graduate, progressively responsible, job related experience in development assistance projects, public sector management.
  • Experience in implementing and managing programmes, as well as providing inputs into programme design. Specific experience with Nutrition and food assistance programmes will be further valued.
  • Experience in Government partnership implementation and in technical assistance areas will be considered as a strong asset.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language and Siswati

Skills and Capabilities:

  • Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook).
  • Excellent writing and communication skills;
  • Ability to participates and promote open dialogue with the team, valuing the diverse opinion of others.
  • Ability to develop and maintain effective working relationships, both internally and externally with partners and stakeholders.
  • Flexibility to adapt to changes (such as evolving programme needs, partners’ requirements etc.).
  • Good analytical skills; ability to analyse and consolidate quantitative and qualitative information from different sources to inform programme design, implementation and monitoring.
  • Result oriented attitude. Ability to work under pressure and tight deadlines
  • Ability to work effectively with people of different national and cultural backgrounds
  • Supervisory skills (desirable)

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

Goals and strategies

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.

The WFP unloads humanitarian aid at the Freeport of Monrovia during Joint Task Force Liberia.

The WFP strives to eradicate hunger and malnutrition, with the ultimate goal in mind of eliminating the need for food aid itself.
