ORGANIZATIONAL CONTEXT

Following the approval by the Executive Board in November 2016, WFP has adopted an Integrated Road Map that emphasizes partnerships and a concerted approach in its Country Operations. The Integrated Road Map that intends to lead towards the ultimate goal of achieving Zero-Hunger, consolidates four interrelated processes namely; the Strategic Plan (2017-2021), the Policy on Country Strategic Plans, the Financial Framework Review and the Corporate Results Framework. It aligns WFP’s Strategic Plan and Objectives with Sustainable Development Goals (2 & 17) prioritizing partnerships in emergency, lifesaving and development work benefitting the poorest and most marginalized. Under the Integrated Road Map the WFP Kenya Country Strategic Plan will define WFP’s role and portfolio of assistance that is aligned with Government of Kenya prioritized Development Goals. The Financial Framework Review will through an alternative budget structure enable alignment of resources with results to improve decision making and the Corporate Results Framework will guide the planning, implementation, monitoring and reporting on WFP’s programs in Kenya and measure management performance. Given the new challenges expected to come along with the new Integrated Road Map approach, the Country Director has identified the need for services of an experienced Programme Policy Officer (NOB) with the required qualifications to enhance the capacity in Kakuma Sub-Office.

JOB PURPOSE

Under the general guidance and direct supervision of the Head of Sub-Office, the incumbent will be responsible for the following tasks;

KEY ACCOUNTABILITIES

  1. Support the Head of Sub-Office in implementing and monitoring of program activities in Kakuma Refugee Camps, Kalobeyei Settlement and the general Host Community in the region
  2. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider program policies and guidance.
  3. Provide project management support to specific and defined programs and projects of considerable size/complexity, ensuring a coordinated approach with wider programs that comply with WFP standards and procedures.
  4. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  5. Research and analyze a range of policy and operational issues to inform the development of policies, programs and activities.
  6. Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision making by Senior Management and consistency of information presented to stakeholders.
  7. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  8. Support the identification, development and management of potential partnerships to collaborative working leading to improved assistance packages.
  9. Support the capacity building of WFP staff, partners and government counterparts to prepare for and respond to emergency and development assistance needs, e.g. through providing inputs into training materials among others.

STANDARD MINIMUM QUALIFICATIONS

  • University Degree in one or more of the following disciplines: Social Sciences, Economics, Agriculture, International Affairs, Business Administration, Development Studies or a field relevant to International Development Assistance such as Nutrition, Food Security or humanitarian response.
  • Master’s Degree in relevant disciplines will be an asset.
  • At least three years’ post-graduate professional experience in the field of food assistance, community development, commerce or business administration.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • General knowledge of UN system policies, rules, regulations and procedures governing administration.
  • Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Ability to work in a multi-cultural team and cope with difficult situations, demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies.
  • Advanced analytical skills, resourcefulness, maturity of judgement, negotiating skills and ability to communicate effectively in written and spoken English.
  • Excellent computer skills in MS Outlook, Word, Excel and PowerPoint.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.
