WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT

These 2 positions are located in WFP Ethiopia Country Office based in Addis Ababa. Under the direct supervision of the Programme Policy Officer (Strategy and Partnerships) and the overall supervision of Head of Programme, the incumbents will be responsible for the overall accountabilities and specific job requirements outlined hereunder.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

ACCOUNTABILITIES

  1. Contribute to the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Perform other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Building on WFP’s history in the field of sustainable land management and public works projects, identify opportunities to leverage and mainstream this expertise into ongoing programme activities.
  • Potentially support the development of a Center of Excellence on Sustainable Land Management, should the Government of Ethiopia (GoE) identify sufficient resources
  • Advocate for internally and externally for sustainable land management practices to be mainstreamed in support of the mitigation of the negative effects of climate change in food-insecure populations
  • Serve as main counterpart with the GoE on WFP’s engagement in the field of sustainable land management
  • Partner with other programme teams to mainstream best practices identified through the MERET project into ongoing interventions, with emphasis on the public works modalities
  • Support resource mobilization efforts in support of WFP’s Sustainable Land Management interventions.
  • Develop an internal repository of knowledge that feeds into the larger knowledge management system in the area of public works administration and sustainable land management

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience: Masters degree in Economics, agriculture, geography and environmental sciences, agricultural insurance, disaster risk management or related discipline with 1 year of professional experience in the concerned function or First University degree in similar fields with additional years of related work experience (minimum three) and/ or training/ courses.

LANGUAGE

Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.
