The Programmes Officer is a senior position within SIHA and the individual in this role will work very closely with the SIHA Regional Programmes Coordinator and Regional Director, as well as the program staff in Sudan, South Sudan, Djibouti, Ethiopia, Somalia, Kenya, and Somaliland. He/She will manage a portfolio of projects and related activities and contribute to further refining of SIHA’s strategy and its effective implementation. The Programmes Officer has the responsibility to manage SIHA projects, contribute to the development of its programs and fundraising activities, maintaining contact with stakeholders, including donors, members, partners and others.

Main Tasks and Responsibilities

  • Gauging the impact of programming and remaining attune to possible shifts in delivery / methodology that could increase quality of programming;
  • Contribute, as requested, to SIHA policy work, research projects, and desk reviews of both Best Practices and political / social development affecting women in the Horn or led by women in the Horn;
  • Invest time in exploring regional trends that relate to SIHA’s core mandate, and, to the greatest extent possible, identify any potential areas / topics where SIHA could make a strong impact without drifting from our core objective / mandate in the region;
  • In close collaboration with the Regional Programmes Coordinator, conduct periodic reviews of programming in the field, ensuring that project objectives are met, that programming incorporates lessons learned during SIHA’s long experience in the Horn, and that programming methods and delivery incorporate innovation and emerging Best Practices in the human and women’s rights field;
  • As requested, contribute and develop media and advocacy tools rooted in SIHA programming and objectives to promote the rights of women and girls across the Horn of Africa;
  • Coordinate the implementation of regional SIHA projects including planning, contracting, monitoring, reporting and evaluation;
  • To identify opportunities for fundraising and to suggest ideas for new programs and initiatives, often working closely with SIHA’s Programme Development and Fundraising Officer to develop new concepts / proposals;
  • To establish communication and collaborate with researchers, technical experts, knowledge institutes and grass roots experts;
  • To contribute to the development of policy papers, statements and briefings required for SIHA advocacy, as well as occasional contribution to public statements, press releases, and other outreach communications;
  • Planning, reporting and supervising the proper use of the budget allocated and ensuring alongside the SIHA Finance Department the proper documentation and use of all SIHA funds expended in support of SIHA programming throughout the Horn of Africa.

How to apply:

  • Strong knowledge of the Monitoring and evaluation tools, theories of change , strong research skills;
  • Master’s Degree from a well-recognized Institution. Strong combination of studies and work experience in the fields of women’s human rights and development in the African context, East and Horn of Africa and/ or /Middle East & North Africa;
  • Have at least 5 to 6 years of work experience in the field of gender programme management and coordination, preferably within civil society, human rights NGOs or donor organizations;
  • Flexibility and ability to shift priorities based on changes of context;
  • Previous exposure to international and/or multicultural /multilingual environment –Able to function effectively within a multi-cultural team.

Please Note: Priority will be given to Ugandans, East Africans and Individuals from the Horn of Africa. Exceptions will be given to persons who hold residency permits in Uganda.

The Strategic Initiative for Women in the Horn of Africa (SIHA) is a network of civil society organizations from Sudan, South Sudan, Somalia, Somaliland, Ethiopia, Eritrea, Djibouti, Uganda, and, most recently, the coastal area of Kenya.
