The Project Coordinator (Emergency Response) will coordinate emergency response activities in Kilifi, ensure timely, appropriate and effective emergency, assessment, response and monitoring implementation in line with Plan policy, strategy and good practice.

Dimensions of Role:

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports The job holder will be responsible for managing the project budget as per the donor requirements. S/he will be responsible for ensuring that all activities under the project are delivered in the right amounts and to the right targets in line with Plan Policy and Strategy. .  S/he will also support other emergency related initiatives which will contribute to the resilience building of the communities/schools. This position reports to the reports to the Disaster Preparedness & Response Manager supervises 3 Food Monitor any other temporary project staff that may be hired for disaster response.

 

Key Responsibilities – Key End Results of the Position:

  • Plan and implement time-bound County disaster response initiatives in line with policy, strategy and good practice.
  • Develop and maintain a relevant and extensive contacts, relationships and network for emergency response and assessment; response planning and coordination; fundraising and other resource mobilization purposes, and Plan profiling with appropriate INGO organizations, Government and people.
  • Ensure relief supplies are delivered as per the agreed quality and quantities including safe transportation and storage.
  • Ensure rapid, accurate and focused production of and access to information, including project implementation assessment and activities/programs in the county to the manager as agreed (such as original reports on food security, weather, harvest, nutrition, school attendance, dropout rates etc).
  • Establish and maintenance disasters information database or similar covering all possible technical, supply, human resource, communications, logistics and other needs for immediate access and use in disaster response.
  • Ensure an effective, responsive and well-prepared team and support requirements during the response (ICT, office space and equipment, communication requirements including emergency alternatives, stand-by supplies etc).
  • Prepare monthly, quarterly and donor reports including project financial projections.
  • Provide data for situation reports preparations.

Dealing with Problems:

 

Complexity of problems handled and the degree of investigation, analysis, and creative thinking required to solve them.

The position involves focused, incisive decision making based on logical and clear assessment of ordered information.  Forward thinking and rapid alternative decision-making relating to alternative actions will be required frequently.  All delays or implementation challenges must be addressed and resolved immediately with same-time communication with supervisor/relevant management.  The post holder must thus demonstrate the ability to rapidly identify and solve problems; think fast in a focused and objective way to meet the high demands of disaster program dynamics.

The post holder needs to have excellent facilitation and report writing skills as the role requires frequent facilitation of training workshops and preparation of reports.  The person also needs to demonstrate critical thinking as they will be expected to carry out assessments and provision of technical inputs.  The job holder should also be able to think strategically and at the same time have very good negotiation and advocacy skills, as his/her responsibilities will involve working with different stakeholders.

  • Deal with a diverse number of conflicts that may arise in the course of executing the responses.
  • Negotiate and liaise with stakeholders, as delegated by Plan, e.g. relevant government departments, community, to ensure that the work goes on well.
  • Manage accountability issues with the relevant staff whenever they arise.
  • Manage and support staff as they operate in unpredictable environment.

Communications and Working Relationships:

 

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives: 

 

Gained through education, training, and experience.

  • Degree, preferably in disaster related field /food security and livelihoods.
  • At least 3 years’ experience in relief/disaster response including management responsibility in implementing or coordinating disaster preparedness and response at County level, preferably with an INGO.
  • Proven experience in relief/disaster response.
  • Strong coordination and organization skills.
  • Good communication and negotiation skills.
  • Good understanding of theory and best practice and related technical information in disasters/emergencies and its application in development programming.
  • Have an understanding of supply chain in a relief response.
  • Good report writing skills.
