Project Director
Job Description
The Project Director will provide vision, overall technical and programmatic leadership, and managerial oversight for a PEPFAR/CDC-funded voluntary medical male circumcision (VMMC) for HIV prevention project in a Southern African country. The Project Director will ensure the timely, efficient, and cost-effective implementation and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project. The Project Director will also serve as the senior most organizational representative of Jhpiego in country. This project is expected to last through March 2020 and is contingent upon annual funding from CDC.
Senior Management & Compliance
- Oversee all aspects of project, including the day-to-day management of staff and operations
- Serve as the head member of Jhpiego’s Senior Management Team in to provide leadership and strategic direction to ensure programmatic and financial integrity of the VMMC project and to achieve rapid and sustained project goals, objectives, and targets within budget
- Ensure that program is technically sound, evidence-based, and responsive to the needs of the country, its people, and donor
- Develop and maintain strong working relationships with donor, the national government, as well as any other implementation partners to maximize resources and avoid duplication of effort
Technical & Program Leadership
- Provide strategic and technical support to the national government in policy development and coordination of national VMMC activities
- Participate in national VMMC TWG meetings and present progress, achievements, and lessons learned to key stakeholders including USG and partners in public and professional circles through other meetings, conferences, and presentations
- Maintain regular communication with Jhpiego HQ technical and program staff to drive efficient and compliant program operation
- Ensure that Jhpiego’s project management approaches and tools are utilized in management of projects
- Oversee the implementation of the demand creation team to put together weekly, monthly, and quarterly plans for day-to-day and campaign activities that ensure a balance of supply and demand to meet targets
Human Resource & Finance Management
- Mentor, support, supervise, and manage a multidisciplinary team and align their efforts to ensure rapid and sustainable results
- Promote and support the staffs’ understanding of and compliance with Jhpiego, JHU and donors’ operational policies and regulations, and local laws. Lead the development of budgets, work plans, progress reports, and other deliverables for the donor
- Work with finance and program staff to develop and track project budgets, and oversee procurements/supply chain for the program needs
- Jhpiego Representation
- Cultivate and maintain strong strategic relationships and alliances with ministries, donors, implementing partners and other key stakeholders to advance Jhpiego programs
- Represent Jhpiego in professional circles through meetings, conferences and presentations
- Provide analyses of in-country new program development opportunities to the relevant staff in the regional and new program development offices at headquarters
- Any other tasks as assigned by the Regional Director
- Advanced degree (minimum Master’s) in public health, health administration, international health, and/or Medical Doctor diploma or equivalent, or extensive experience in the field that proves the candidate has gained the necessary knowledge, skill, and abilities to be able to perform the functions of the advertised position proficiently
- 10+ years of NGO project management experience, with minimum 2 years senior management experience in regional/national VMMC program managing an annual budget of at least $4 million and a staff of 50 people
- New program development, including proposal writing and negotiating with host country government and partner organizations
- Demonstrated skills including excellent verbal and written communication abilities, organizational leadership, strategic thinking, supply-chain management, and organizational team-building and capacity development
- Knowledge of USG and PEPFAR programs, regulations, compliance, and reporting (preferred management experience with CDC-funded programs)
- Management, training, or clinical background in HIV prevention, and thorough understanding of current VMMC science and programmatic best practices
- Experience with technical assistance to Ministry/ies of Health, including routine participation in national technical working groups and diplomatic stakeholder management
- Track record of mentoring, motivating, and developing staff to support career development
- Capacity for analyzing technical and programmatic issues; experience developing solutions to intricate challenges
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Fluent in written and spoken English
- Available to travel extensively both nationally and internationally
- Fluent in written and spoken one local language too preferred.
