Description:
We are currently seeking qualified candidates for the position of Project Manager for an anticipated project that aims to measurably increase employment for young Tunisians in marginalized governorates through the provision of job training, job placement and training programs for youth and young entrepreneurs. The Project Manager will plan and manage project services and activities, including training, coalition communication, data collection, and information dissemination. Additionally, he/she will also be responsible for developing and implementing management processes and resource allocation that ensures cost-effective and efficient delivery. The position will be based in Tunis, Tunisia and is contingent upon receiving award.
Position Responsibilities:
- Provide technical oversight for the development of annual and life of project work plans, planning and allocation of project resources, and timely completion of deliverables
- Serve as the primary project liaison between the project and home office (HQ) support units, promoting positive and constructive working relationships
- Ensure alignment between the project implementation plan and budget, providing guidance for revisions/realignment, as needed
- Manage subawards and serve as liaison with technical implementation partners
- Identify, develop, and maintain strong relationships and coordination with the U.S. Embassy and other external partners whose support is vital to the success of the project
- Develop strategies and tools for the design and implementation of specific technical components
Qualifications:
- Bachelor’s Degree required and Graduate degree preferred in economics, marketing, education, agribusiness or a related field
- 4+ years of senior level experience managing development projects
- Technical proficiency and experience in workforce development and entrepreneurship, especially planning and development of training activities, joint ventures with partners, and tracking and management of the interventions.
- Successful record managing major donor funded projects, including setting realistic priorities, implementing activities, and overseeing project budgets and subawards
- Familiarity with US government/USAID rules and regulations, including project compliance
- Excellent writing and verbal communication skills in English; fluency in Arabic and French language skills preferred
Job Summary / Responsibilities:
- The Project Operations Manager works closely with the Operations Business Manager and/or Finance Manager to ensure financial, administrative, contractual, logistical efficiency and compliance. The Project Operations Manager serves as a liaison between staff and the organization’s administrative and enterprise services to maintain the smooth operations of headquarter and field offices. CRITERIA: – Supports a project/department (or multiple projects/departments) of significant scope, complexity and revenue. – Must be funded by the project, is US Based and is not intended to be used in the Enterprise Service areas. – A single incumbent position (this position is not meant to be broadly held by multiple employees within the same project/department). – Must have minimum of 5 direct reports. – Use of this position must be reviewed and approved by the Operations Management Office.
Qualifications:
Bachelor’s Degree or its International Equivalent – Business, Management, Marketing, and Related Support ServicesExperience: Typically requires 5+ years in a programmatic environment with areas to include contracts, field experience, and at least three years with USAID rules and regulations. Knowledge of financial and contractual management of USAID contracts and cooperative agreements including budget design, financial oversight, and expenditure projections. Ability to work in teams and build consensus with individuals at all levels. Effective writing, editorial, and communication skills; excellent command of English grammar and usage. Effective interpersonal skills. Effective problem-solving skills. Strong organizational skills and attention to detail. High degree of computer literacy with excellent knowledge of word processing and spreadsheet software applications required (WordPerfect for Windows and/or MS Word; MS Excel). Preferred
Experience: Prior work in a non-governmental organization (NGO).
