Save the Children South Africa (SCSA) are proud to be part of a regional project “Adolescent Sexual and Reproductive Health and Rights (ASRHR) at the fore:  Working with children and young people as agents of change for better health outcomes”. This project is being implemented in partnership with Save the Children International in the Thabo Mofutsanyane District in the Free State Province. The project aims to better equip children in schools with advocacy skills and specific knowledge on adolescent sexual and reproductive health rights (ASRHR) to increase their ability to influence decision-making and improve service delivery in schools. The project also aims to support the establishment of health services at schools as part of government’s health programme. Children will also be empowered to produce radio content on their views and needs for increased access to sexual reproductive health services in schools. SCSA are also closing out an ASRHR project in March 2017 in the same district, funded by Radio Aid in Sweden and the ASRHR Project manager will be required to manage this close out phase and write the final donor report by May 2017.

The ASRHR-Project Manager will be managed, on a day to day functional basis, by the Free State Provincial Manager for implementation purposes and to facilitate progress of the work conducted. The ASRHR- Project Manager will directly report to the Health and Nutrition Programme Manager, to strengthen technical implementation and provide management support.

KEY ACCOUNTABILITIES:

  • Manage the close out activities and final donor reporting for the Radio Aid Funded ASRHR project which will finish on 31st of March 2017, with donor report due 30th May 2017;
  • Oversee the baseline and end line assessment studies that will be conducted for the Swedish Embassy ASRHR project;
  • Informed by the baseline assessment, design the implementation plan for the project;
  • Manage the design, planning, implementation, coordination and monitoring of project activities within the province to achieve results against set objectives and key performance indicators;
  • Manage the project budget, maintaining positive expenditure within a set timeframe and provide regular, accurate financial and narrative reporting;
  • Directly manage the Project Co-ordinators also based in the Free State (QwaQwa) office;
  • Manage and supervise service providers/consultants as required;
  • Coordinate the development of resources and materials required for the project capacity building activities;
  • Manage all procurement processes required for the project activities, including training activities;
  • Facilitate data collection efforts and draw on monitoring and evaluation data to inform and re-direct project implementation, thus to ensure good quality reporting, monitoring, evaluation and accountability work in collaboration with the MEAL Manager;
  • Knowledge of the policies and programmes addressing the health needs of adolescents and young people in South Africa;
  • Identify and manage risk mitigation throughout the project;
  • Provide input to the learning agenda of the SCSA organisation from drawing from the experience in the project;
  • Maintain timely donor liaison through written reports and updates;
  • Ensure smooth coordination and communication between all involved project stakeholders including all relevant governmental departments and other relevant NGO and inter-agency partners in both provinces;
  • Drive budget holder and project review meetings on a regular basis;
  • Conduct other related responsibilities that the Health and Nutrition Programme Manager and the Free State Provincial Manager may assign.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in a relevant health, social sciences or related field;
  • At least five years of professional experience in the child and adolescent health sector;
  • Recognised Project Management qualification;
  • Experience in working with South African government departments and external health and migration stakeholders;
  • Experience working within an NGO;
  • Current driver’s license.
