ROLE PURPOSE: The Project Manager will play a lead role in planning, coordinating, implementing in Save the Children International (SCI) project focused on women economic empowerment project. S/he will have overall responsibility for delivery of timely results and for coordination with governmental, donor and local partner and community stakeholders. This role will also bear responsibility for coordination and networking with donor, partners and stakeholders and mobilizing advocacy campaigning and raising awareness on reducing barriers for women’s economic opportunities. S/he will be responsible to manage the project team and local partner to achieve the project’s expected results.

SCOPE OF ROLE:

Reports to: Education Program Manager

Dimensions: Save the Children works in 19 regions in Egypt

Staff directly reporting to this post: 1 project officer, 1 project assistant

KEY AREAS OF ACCOUNTABILITY:

Project Management

  • Provide leadership for projects staff in terms of vision, implementation, planning, and continuous progress monitoring and evaluation, as well as lead in the preparation of work plans of projects activities.
  • Ensure that project activities are implemented in line with Save the Children’s policies and procedures and in compliance with donor requirements and guidelines.
  • Ensure that project resources are engaged in a timely manner, that implementation moves forward according to plans, and that issues are resolved promptly.
  • Coordinate and manage outreach to, selection of, and agreements with all implementing partners and governorate authorities.
  • In collaboration with consultants and communication team, develop program communication materials and documentation including lessons learned of programs, and disseminate best practices among SC members and key stakeholders.
  • Identify and oversee the provision of technical assistance to partners in the design of activities, and ensure that activities are delivering quality outcomes.
  • Performs field visits to projects’ sites regularly.
  • Ensure child safeguarding and children’s rights perspective is included during project implementation.
  • Report monthly to line manager on implementation updates.
  • Ensure proper use of designated project assets.
  • Budget and Grant / Contract Management and Compliance
  • Responsible for financial management of project budgets; forecasting and expenditure.
  • Ensure expenditures are approved and in accordance with the donor-agreed budget lines.
  • Ensures grants and contracts are managed in line with SC’s Grants policies and donor contract policies.
  • Ensures donor regulations are communicated to all project staff and that all activities meet donor requirements financially and technically.

Staff Management and Development

  • Ensures appropriate staffing within the project and as the budget permits.
  • Ensures that all staff understands and are able to perform their responsibilities.
  • Utilizing the Performance Management System, defines expectations of staff members, develops work plans and improvement plans as needed, and provide technical support for staff development.

External Representation

  • Represent the project with government authorities and donors (including private sector) through routine meetings and participation in coordinating bodies as needed.
  • Initiate and ensure on-going effective liaison with partners including government, NGOs, donors, etc.
  • Manage project implementation and provide project team with needed technical and operational support to develop their plans and implement project activities.
  • Coordinate with partners and stakeholders for advocacy campaigning and raising awareness on women economic participation.
  • Analyse and use project/field data to improve project implementation plans and monitoring outcomes.

Reporting and documentation

  • Draft concise, useful and analytical reports, case studies, and other documents as needed on a monthly, and quarterly basis as requested by SC, donors and other stakeholders.
  • Work with partners to improve overall quality to monitor, document and convey information and successes, and ensure partner submission of monthly, quarterly and annual reports.
  • Participate in planning and developing future programming initiatives.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of 7 years of experience in project management
  • University degree in social science or any other relevant field
  • Previous work experience with gender and livelihoods projects is an asset.
  • Strong research and analytical skills
  • Excellent written and verbal communication, presentation and representation skills and ability to work collaboratively as part of a team.
  • Fluency in written and spoken English and Arabic with excellent report writing skills.
  • Good knowledge of computer programmes, particularly Word, Excel, Outlook, Power Point and simple database programmes.
  • Excellent representation and networking skills
  • Strong results orientation, with the ability to challenge existing mindsets
