Project Overview and Role

MEASURE Evaluation is conducting a review of programs for adolescent girls and young women (AGYW) in Mozambique. The review is being conducted for USAID/Mozambique to inform programming under the PEPFAR-supported DREAMS initiative (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) to reduce HIV infections among adolescent girls and young women (AGYW) in 10 sub-Saharan African countries. Six districts in Mozambique have been awarded DREAMS funding: Xai Xai District, Xai Xai City, Chokwe, Quelimane, Beira and Nicoadala.

Objectives of this MEASURE Evaluation review are:

  • To gather information from the literature and projects in Mozambique implementing girls clubs and savings groups for AGYW on:
  • 1. the correct dosage for girls and savings clubs (eg. length of participation, number of sessions) to achieve their intended outcomes;
  • 2. approaches to measuring and ensuring consistent participation (or “retention”) in these groups;
  • To summarize findings and provide data collection guidance (e.g., interview topics and suggested methodologies) for programs to use to improve participation in girls’ clubs and savings groups for AGYW.

In order to carry out this work, MEASURE Evaluation would like to engage a Consultant who resides in Mozambique to be able to conduct interviews with implementing partners on their experiences implementing girls clubs and savings groups. The responsibilities of the Consultant include the following:

  • Review and comment on interview guide
  • Conduct in-depth interviews with implementing partner staff in Maputo and in DREAMS districts
  • Take detailed notes and audio recordings of interviews
  • Transcribe interview recordings
  • Identify key themes from interviews
  • Write summaries of themes based on findings
  • Be in regular contact with Palladium staff and hold debriefing sessions with Palladium staff

Requirements

Qualifications

  • Masters in Social Science or International development or related field preferred
  • 5 years experience in M&E specifically research
  • Portuguese and English language skills
  • Familiarity with the Mozambican context
  • Experience working with projects that support adolescent girls and young women (AGYW) and HIV programming; familiarity with girls clubs and saving groups interventions highly desirable,
  • Extensive experience and demonstrated skills in conducting interviews with project managers, including ability to ask detailed follow up questions (“probing”)
  • Demonstrated skills in qualitative analysis using a software package such as NVivo, MQDR, or Atlas.ti
  • Demonstrated ability to apply a gendered lens to work assignments
  • Demonstrated ability to work with a supervisor and colleagues from afar
  • Strong interpersonal skills
  • Strong writing skills for delivery of accurate and concise report of interview methodology and key findings.
  • Ability to travel throughout Mozambique
  • Preferred local
  • Period of Performance
