CARE International in Kenya is looking for well organized and highly motivated Kenyan National who is result-oriented to fill the above mentioned position:

I: JOB SUMMARY:

Reporting to the Education Coordinator, the Quality Assurance and Standards Officer will be responsible for the design, planning and monitoring of all Education programs, and contribute to the overall programmatic and methodological development of education activities in Dadaab, plan the syllabus and implementation program for refugee teacher capacity building program within the camp and establish maintain contacts and build a working relationship with program managers, other implementing partners and the local ministry of education officials in promoting refugee education activities.

II: RESPONSIBILITIES AND TASKS:

R1: Ensure that the education project monitoring & Evaluation systems and tools are appropriate and effective in accordance with project design and objectives.**

1.1 Review existing monitoring and reporting tools for the project outputs suggest modifications and develop new tools as necessary in conjunction with sector officers and program development unit of ERO

1.2 Continue to re-examine the specific outputs of the main project components to be monitored and evaluated.

1.3 Field monitoring and tracking of project progress as per goals and objectives and in accordance to donor contractual obligations.

1.4 Capacity building of education staff on M&E systems, and data collection including MIS support functions

R2: Primary Curriculum implementation and evaluation

2.1 Work together with education officers so as to inspect teachers and advice appropriately.

2.2 Do spot check on syllabus coverage so as to advice appropriately

2.3 Check on the working instruments of all teachers

2.4 Analyze examination results and strategize on improvement.

2.5 Assess teaching visuals and learning material.

R3: Participate and contribute in Education Sectors Program Development

3.1 Help in designing and development of education sector strategic plan

3.2 Take part in development of project proposals and fundraising initiatives

3.3 Contribute in the development of annual work plans and measurable performance indicators.

3.4 Review donor progress reports to ensure they conform to set goals and objectives and share corrections with colleagues within the sector.

R4: Contribute in the writing of project/program reports.

4.1 Enhance the programmatic and communication linkage between sectors

4.2 Coordinate development of donor reports and ensure the reports are in line with the agreed upon indicators before submission to program development unit.

III: AUTHORITY:

Spending: N/A

Supervision: Oversees supervision of Schools Teachers and 1 Areas Education Officer (RCW)

Decision: Normal decision relating to quality and Standards of curriculum implementation process. Capacity building of the QASO Assistants, Teachers professional records

IV: CONTACTS/KEY RELATIONSHIPS:

External: Sister organizations

Internal: WASH, GAD, Logistics and Administration sector

V: WORKING CONDITIONS:

The position is based at Dadaab Main Office (DMO) with frequent movements to Dagahaley camp as well as any other extension camps and program sites. This is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys). Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy. The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

VI: QUALIFICATIONS, EXPERIENCE AND QUALIFICATIONS

Education: Bachelor’s degree in Education.

Experience: 3 years of relevant work experience in education quality assurance & standards

Certificate: Guidance and counseling

Competencies

  • Excellent planning and organizational skills.
  • Excellent analytical and conceptual skills
  • Strong communication skills
  • Strong commitment and self drive
  • Strong interpersonal skills
  • Computer literate in MS word and Excel.
