Chemonics seeks a quantification and supply planning specialist, for the ongoing USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project, The project will be the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborates with key international stakeholders to support global health initiatives. The quantification and supply planning specialist will forecast and quantify activities on the GHSC-PSM Angola project, including training, reporting, reviewing existing protocols, developing and implementing new tools and protocols, and monitoring and evaluating improvement of related processes.

GHSC-PSM will continue to spearhead quantification and forecasting working groups and supply planning for HIV/AIDs, reproductive health, and malaria national programs to improve needs-based forecasting using best practice methodology and Quantimed software. Continuing to coordinate regular meetings and ensuring that representatives of the technical working group that work on this is paramount to ensuring commodity requirements are being accurately and consistently updated. These forecasts will then be used to inform supply planning and coordination with the Ministry of Health and partners. Responsibilities include:

  • Develop and review the quantification operational plans and policies for all health commodities under reproductive health, malaria, tuberculosis, and HIV/AIDS national programs
  • Work with country director and relevant stakeholders to develop, streamline, and review the quantification tools for all commodities
  • Develop and review the quantification protocol and schedule for all commodities with specific improvements to malaria quantification, including seasonality and incidence interval methodologies
  • Support the implementation and monitor adherence to consumption tracking for improved quantification inputs in supported health facilities Implement the national quantification exercises in Quantimed and prepare associated reports for national review
  • Develop quantification training tools and plans for the central procurement structures
  • Advise on matters pertaining to all commodities’ quantification
  • Ensure availability of quantification report for all commodities for approval by the Ministry of Health
  • Monitor and ensure a continuously full supply of commodities that are procured centrally for malaria, reproductive health, tuberculosis, and HIV/AIDS national programs using Pipeline software; hold regular partner coordination meetings to ensure procurements and shipments are well-coordinated and stock-outs are prevented
  • Submit quarterly supply plans to GHSC-PSM headquarters
  • Assist in evaluating the performance of the procurement system
  • Monitor various consumption patterns and take corrective steps in forecasting on a periodic basis
  • Liaise with the procurement departments for national programs at the Ministry of Health, including Central de Compras de Medicamentos em Angola (CECOMA), Gabinete de Estudos, Planeamento e Estatística (GEPE), Direcção Nacional de Medicamentos e Equipamentos (DNME) and national programs to communicate demand changes and risks

Qualifications:

  • Bachelor’s degree in logistics, supply chain management, public health, statistics economics, or other relevant field required
  • Minimum five years of supply chain management experience, including at least two years of forecasting and supply planning
  • Good writing, communication, and interpersonal skills Experience using forecasting methodologies and quantification tools (e.g., Excel, Quantimed, Pipeline) required
  • Demonstrated leadership, versatility, and integrity
  • Ability to communicate effectively in Portuguese and English both verbally and in writing
