The successful candidate will report to the Director: Enterprise Services.
Job Summary / Responsibilities
- The role will work closely with the Director Enterprise Services and country program team to support the monthly forecast process including data collection and consolidation, report generation. The Analyst will work with program teams to review the work plans and how the impact the monthly projected burn rates. The analyst will analyze individual line items and how they relate to the overall programmatic work plans.
- Support oversight and reporting Business Unit level on key indicators reported monthly/ quarterly to HQ.
- Develop and monitor performance standards and support corrective action / capacity development
- Provide budgeting support for proposal budgets and review operational budgets and modifications
- Analysis and financial commentary on pipeline reports and burn rates to help assure FHI 360 that we are tracking financial obligations to sub partners and detailed monitoring of budgets to assure compliance with funder terms and conditions. The role will also entail preparing budget statues and projection reports in collaboration with the Director Enterprise Services, using detailed forecasts and analysis of expenditure, prior cost information and planned actions and funds
- The role will complement Office of Compliance and Internal Auditing efforts in risk mitigation. The ESA team currently follows up on all the audit findings noted during OCIA visits to the ESA country offices. One key metric operationalized by ESA related to the Enterprise services to provide mentoring and coaching to the country team. The support will in turn help improve performance and mitigate risk
- Work closely with the Senior Program Officers to formulate future year program budgets for the ESA portfolio on the basis of analysis of program need and likely resource availability
- Working closely with the ESA team, analyze the ESA program portfolio (pipeline analysis, expenditure review) in consultation with SPOs, ESD and country program teams. Conduct analysis of budget trends for developing new CO strategies and revising existing strategies
- Monitoring CO service centre trends and make recommendations for adjustments
- Review budget modifications for the BU prior to submission to Ops Finance
- Review sub-award amendments executed at BU level (financial management section)
- Advise country offices management through reports and special studies on the progress of financial plans, funds requirements and opportunities to effective savings and alternative suggested allocations to cover budgetary shortfalls. Directs budgetary control functions and coordination of cost estimation with accounting operations, including assembly and evaluation of planned costs, and management of financial allocations during the period of budget execution
Qualifications
- BS/BA in Accounting or Finance or related field and 3-5 years combined experience in accounting / budgeting management or MS/MA/MBA with 3 -5 years combined experience in accounting/ budgeting management
- Knowledge of U.S Government grants, contracting and auditing standards as they apply to effective management of multi-year funds
- Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices
- Budget development skills with multi funding sources and general ledger skills
- Revelant software skills to include automated accounting software and database spreadsheet and Management Information Systems
- Work independently with initiative to manage high volume work flow, may structure work of staff members
