Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross Societies. Norwegian Red Cross has established regional and country representations, to ensure proximity to key partner Red Cross / Red Crescent Societies as well as donors and international partners.*

The Regional Health Advisor has a dual role, both in supporting to develop programs, monitoring, quality assurance of reports and Program activities of the NorCross development portfolio in Africa, as well as supporting NorCross Emergency response: Support to IFRC Emergency Appeals, assessments and supporting deployment of NorCross Health ERU in Africa when requested.

The position implies identifying and analysing public health threats arising in Africa, slow onset emergencies and developing response strategies and providing advise to Country Managers and Partner National Societies accordingly. This includes communicable diseases and outbreaks associated with naturally or man-made disasters and crises.

The Regional health advisor Africa can be called upon to participate in relevant Task Forces and must be available for short notice, short term assessment missions when needed/requested in order to advise on NorCross support to IFRC and partner National Societies.

Main responsibilities: -Support and advise Norcross Country Managers, Cholera program manager and partner Red Cross National Societies; ensure quality of program development, implementation, monitoring, and reporting through frequent field visits to the programs. -Ensure rapid, effective and efficient contribution to health emergency responses and contribute to the development of efficient and qualitative policies, procedures and tools in Africa -Contribute to technical discussions and coordination vis a vis Health Advisor and Public health in Emergencies Coordinator at HQ, Health Coordinators and delegates in other regions and the wider Africa team -Facilitates the role of the Gender and Diversity Advisors -Maintain in-depth knowledge of Red Cross/Red Crescent health activities within the relevant contexts -In close coordination with the Africa team, develop and maintain networks and partnerships with relevant national and international partners and organizations. -Brief and debrief delegates -Ensure coherence with other relevant NorCross policies such as gender, corruption and fraud, etc. -Monitor developments in public health in emergencies, in- and outside the RC Movement, in specific monitoring of epidemiological data, health indicators, risks, disaster and disease patterns for analysis and early detection of health concerns, disease outbreaks or epidemics in the Region -Participate in (inter-)national conferences and working groups related to area of responsibility

Qualifications and Personal Skills we are looking for: A Master’s Degree in Public Health is a minimum requirement -Minimum 3 years work experience in international emergency assistance -Field experience of working for a minimum of 3 years in a development country, preferably with the RC Movement -Willingness to travel up to 70% of the time

Skills and Knowledge: -Advanced knowledge of Red Cross & Red Crescent Movement -Advanced knowledge of humanitarian field work -Advanced knowledge of project management -Basic to intermediate knowledge of other NorCross core thematic areas -Experience in epidemic preparedness and response programming -Intermediate knowledge of relevant IT tools and systems -FACT training is and advantage -GiS skills is an advantage -Mobile data collection experience is desirable -Knowledge of fistula repair program program is desirable

Language: -Fluent written and oral skills in English and work level knowledge of French

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. State parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded, prisoners, refugees, civilians, and other non-combatants.

The ICRC is part of the International Red Cross and Red Crescent Movement along with the International Federation of Red Cross and Red Crescent Societies (IFRC) and 190 National Societies. It is the oldest and most honoured organization within the Movement and one of the most widely recognized organizations in the world, having won three Nobel Peace Prizes in 1917, 1944, and 1963.

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

HISTORY

Since its creation in 1863, the ICRC's sole objective has been to ensure protection and assistance for victims of armed conflict and strife. It does so through its direct action around the world, as well as by encouraging the development of international humanitarian law (IHL) and promoting respect for it by governments and all weapon bearers.
