Background

The African Union (AU) is an intergovernmental Organisation and a successor to the Organisation of Africa Unity (OAU) established on 25th of May 1963 with current membership of 54 (Fifty four) member states and aims to promote peace, security and solidarity on the African Continent.

The Directorate of Women, Gender and Development promotes gender equality in Africa and within the AU. It designs programmes and projects based on policies adopted by AU Member States. It also oversees the development and harmonisation of gender-related policies; initiates gender-mainstreaming strategies within the Commission and for AU organs and Member States; and supports capacity building by providing training on gender policies and instruments. The Directorate has two divisions: Gender Policy and Development Division (GPDD) and Gender Coordination and Outreach. It also acts as the Secretariat for the African Union Women’s Committee (AUWC).

Overall Objective

The Department of Women, Gender and Development is seeking the services of competent firm to design a new gender policy for the AU for the period 2017-2023. The process will include the design of the strategy, a capacity assessment, a priority definition analytical brief, branding strategy and materials, the operational strategy, a results framework and a harmonization matrix which defines areas of integration and harmonization of the policy with those of Member States, Regional Economic Communities and Organs. The deliverables will demonstrate a strong understanding of trends in gender equality and women’s empowerment, build on gains, foster innovation and change and will be realistic and time-bound. The assignment will use a mix of qualitative and quantitative technique, including extensive consultations with stakeholders.

Competence Requirements of the Firm and Personnel

The firm should have at least 10 years in providing similar services to large international organizations or Governments. In particular the firm should have extensive knowledge and experience in providing technical support in designing and implementing business growth strategies, branding and communications strategies, in creating sustainable engagement methods for large organizations and strong understanding of a system thinking approach. Demonstrated experience in change management, organizational development, risk and project management, policy and research development will be a strong advantage. A good understanding of the AU and its mechanism will be an asset.

Evaluation/shortlisting Criteria

For evaluation of the expressions of interest the following criteria will be applied:

  1. Core business of the firm and years in business
  2. Qualifications and Specific experience of the firm in the field of the assignment (similar projects completed in the past)
  3. Staffing: Adequacy of the number of key staff the firm has to undertake such assignment
