Palladium is seeking a Research and Learning Manager for an exciting new programme in Tanzania. Institutions for Inclusive Development (I4ID), just starting its implementation phase and running until 2021, is applying new and innovative approaches to contribute to a version of Tanzanian development that benefits the largest number of people possible – including the poor and most vulnerable in society – through better public services and improved jobs and income. The programme is designed to address some of the fundamental governance challenges for inclusive development: underlying governance relationships, and systematic failures in policy formulation and administration. The strategy for doing this will be to bring stakeholders together to help coordinate and act more effectively in their collective interest, supporting the emergence of coalitions around specific issues relevant to improving inclusive growth and service delivery in Tanzania. Political stakeholders are particularly important in these equations, and I4ID will support elected representatives who are interested to deliver developmental improvements for their constituents, and help them work with others from public, private and civil society sectors towards more strategic solutions to addressing selected issues through policy change and institutional reform.

The main objective of this position will be to lead on the design and implementation of work under the research and learning component, developing and implementing strategies, work plans, budgets, and generally overseeing the programme’s Monitoring, Evaluation and Learning platform. He/she will be responsible for managing relationships with local research partners, and working with programme consortium partners and consultants providing inputs relating to M&E, research and learning.

The position requires a multitude of competencies, and it will offer a great variety of experience and opportunities working with some leading international and national experts and practitioners.

  • Leads on the development of robust and evidence-informed Theories of Change (ToCs) across the programme, and ensures the ToCs, Results Frameworks and Indicators Sheets are regularly reviewed and updated in response to learning through implementation
  • Development and oversight of Monitoring and Evaluation and knowledge management systems, and overseeing facilitated learning on all I4ID programme components.
  • Supports the design and implementation of issue scoping studies and other research
  • Coaches and mentors members of I4ID staff on M&E, KM and learning components
  • Leads on managing relationships with local research partners, including CSOs and think tanks
  • Works with other team members in documenting programme lesson learning and supports the team in reflecting on and adapting lessons learnt
  • Works with research partners, media partners, and others to disseminate and communicate the lessons emerging from the programme
  • Leads the preparation of monitoring data for quarterly, annual and VFM reports. Ensure that routine MEL data collection tools allow and support gender disaggregated data, and that MEL reporting reflects this
  • Works with the other senior team members of I4ID to oversee the work of short-term advisors, contractors, and partners, including developing TORs, providing quality assurance, etc.
  • Ensures delivery to the TL of means of verification for all milestones and MEL indicators
  • Ensures that GESI principles are built into the design of all I4ID studies and that the development of data collection tools, selection of respondents, and data analysis factor in GESI principles
  • Ensures that I4ID learning shared with external audiences and the public in general reflects the unique perspectives and contexts of poor and vulnerable citizens
  • Line manager for the M&E Officer

Essential:

  • Master’s degree in development studies, social science, statistics, or another relevant subject
  • Ideally at least 10 years of experience of working on monitoring, evaluation and learning
  • Demonstrable understanding of and interest in politics and governance issues in Tanzania
  • Strong track record of leading on research work, particularly using qualitative research methodologies and secondary analysis of existing literature
  • Experience managing other MEL consultants and research teams
  • Familiarity with MEL concepts and processes preferred by DFID (i.e. theories of change, logframes, MEL strategy development)
  • Good analytical ability and report writing skills
  • Fluency in English and Swahili

Desired:

  • Familiarity with outcome mapping and/or contribution analysis strongly desired
