PURPOSE OF POSITION

Implement response objectives to external and internal standards to meet humanitarian needs

Major Responsibilities

Leadership and Management

  • Ensure programme planning is informed by technical standards & operational viability to meet humanitarian needs
  • Establish, resource and staff Operations unit to meet response needs
  • Conduct operational planning to ensure effective coordination & timely delivery of response activities
  • Implement & monitor programme to ensure achievement of response goals & objectives
  • Develop and implement operations reporting systems to support timely and accurate Response reporting
  • Implement response operations according to safety standards with support from the Security function
  • Ensure standardization of Human Resource business processes across World Vision Uganda
  • Coordinate with Support Services for provision of funds, staff, equipment, vehicles & supplies to ensure rapid program implementation
  • Identify, report & refer operational blockages caused by external actors to Liaison to be addressed through advocacy
  • Meet World Vision minimum quality standards and support improvement, reflection, learning and innovation in sectors
  • Create a learning environment in which staff within the assigned area regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact. –
  • Ensure that staff understand and follow the WV child protection policy and that awareness-raising on child protection, response and incident reporting is occurring
  • Manage and mitigate any risks within the Program that could have financial, HR or Legal consequences or negatively impact ministry or World Vision reputation.

Security

  • Closely coordinate with the Security Officer to ensure that World Vision security policies are being adhered to.
  • Conduct daily meetings with the Security Officer in order to be updated with the security situation throughout the Refugee Settlement.
  • In coordination with the Security Officer, act as general liaison to the Local Government, and police, and attend security coordination meetings with other organizations.
  • In liaison with the Security Officer, develop a realistic evacuation

Liaison and Networking

  • Establish and maintain liaison with local counterparts and partner agencies (including steps to build open and working relationship with partners who represent the beneficiaries whom World Vision Uganda is serving.)
  • Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between Community Based Organizations (CBO)s, Government structures and target communities when delivering project interventions
  • Represent World Vision Uganda in the local coordination forums and liaise with Government officials and donors, UN-bodies and other partners wherever appropriate and required.
  • In conjunction with other stake holders, effectively advocate for changes standards, policies and legislations based on insights and demands from targeted communities.
  • Effectively represent World Vision Uganda operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites

Coordination

  • Conduct daily coordination meetings with the heads of departments.
  • Act as the point of contact for all liaisons to the relevant Governmental offices in the Settlement of operation and ensure their agreement and cooperation in the completion of our program goals.
  • Maintain close coordination with the Response Operations Manager, relevant Program Officers and Project Managers in the Settlement
  • Maintain monthly operational reports to the Response Operations Manager.

Reporting

  • Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.
  • Work closely with Program Officer in ensuring that all reports meet donor requirements.

Finance Management

  • Responsible for assigned settlement support budget.
  • Ensure that financial policies and procedures are implemented and followed.

Monitoring and Evaluation

  • Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes
  • Analyze the impact of program and promote learning by documentation of best-practices.
  • Use this information to support decision-making processes.
  • Track program progress, programs’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.

Administration:

  • Create and disseminate programmatic and local office policies to all staff and ensure that such they are adhered to
  • Ensure good maintenance of office assets.

Qualifications: Education/Knowledge/Technical Skills and Experience

Minimum Qualification required

  • A Bachelor’s degree in Agricultural sciences, social sciences or development.

Experience

  • 3-5 years past experience, preferable with a busy NGO or UNHCR agency, in a coordination role.
  • Prior experience in a management/supervisory role required

Technical Skills & Abilities:

  • He/she should be able to manage a team of staff as well as cooperate with other units.
  • He/she must be keen on details and well organized individual.
  • Ability to exercise sound judgment and make decisions independently.
  • Effective and efficient budget/financial management skills.
  • Ability to relate to and motivate local staff effectively.
  • Excellent self-motivation skills.
  • Excellent communications skills in English, both oral and written
  • Previous experience in refugee programming in any settlements in Uganda
  • Previous experience in carrying out assessments
  • Proposal development experience
  • Ability to work both as a motivating member and a leader of a diverse team
