TITLE: Safety and Security Officer

TEAM/PROGRAMME: Safety and Security.

LOCATION: Cairo, Egypt

GRADE: 4

CONTRACT LENGTH: One year.

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: The purpose of this role is to ensure that Save The Children international and local personnel are working within an environment consistent with accepted minimum safety and security standards. This encompasses the development of security plans and of mainstreaming the individual and collective sense of security and safety awareness and responsibility. It also consists of advising the Country Director and Security focal points on security challenges, developing security and risk assessments and proposing risk reduction measures in addition to developing, maintaining, updating and implementing when necessary, security protocols and operating procedures according to the changing situation. Also ensuring that Office is compliant with the SCI security essential standards.

SCOPE OF ROLE:

Reports to: Safety and Security Manager

KEY AREAS OF ACCOUNTABILITY:

Security management:

  • Help to assess the security situation pertaining to Egypt Country Office in order to ensure adequate gathering and verification of security information that may be required for a proper analysis of the situation;
  • Communicate information on security to the Country Director in the absence of the S&SM, as required;
  • Report and follow up on security incidents affecting SCI staff and assets;
  • Assist in maintaining the SSMP as well as the call tree updated;
  • Send alert security messages to all staff via email or sms, in the absence of the S&SM, as required;
  • Organise and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns

Training:

  • Organize training courses on security awareness and preparedness for staff (including drivers), and provide security orientation to newly assigned staff members as required;
  • Brief international visitors upon arrival; maintain relevant records and ensure they comply with S&S requirements during their stay;

Compliance with SCI essential security standards:

  • Assist managers enhancing standards in relation to safety and security
  • Work with administrative staff to ensure appropriate steps are taken to safeguard office premises, equipment and property (guards, locks, lighting, alarms, vehicles and fire equipment).
  • Maintain liaison with commercial companies used for SCI security at offices, in order to ensure the effective and efficient use of guards;
  • Backstop for the S&SM in his absence
  • Other security–related tasks assigned by the CD or S&SM.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree, Police or Military Studies are highly desirable.
  • 3-5 years of experience in professional security related fields. Prior experience with an international NGO or the UN system is desirable.
  • Basic knowledge in developing security related technical tools guidelines and systems.
  • Ability to teach basic personal safety and security.
  • Highly developed interpersonal and communication skills including influencing others and negotiation skills.
  • Comfortable with high levels of ambiguity and able to take decisions independently in fluid context
  • Fluency in English and Arabic (spoken and written) required
  • Commitment to Save the Children values and Child Safeguarding
