Position Purpose
Pact, seeks to employ a Senior Advisor, Monitoring, Evaluation and Research (Senior Advisor MER) on a 2 year contract to support its USAID Funded Government Capacity Building Programme (GCBS). The Senior Advisor will lead the M&E team and will also lead Monitoring and Evaluation and Research interventions for the project, including providing technical assistance to DSD in the enhancement of existing relevant research, M&E tools and information systems. He / She will support DSD to increase its capacity to conduct research, evaluation and utilize existing research and evaluation findings, and disseminate evidence-based best practices on opportunities / challenges in service-delivery practices. The Senior Advisor M&E will oversee technical support to DSD to develop integrated national information management systems.
Key Responsibilities
Lead the design refinement, implementation and monitoring of the program specific Performance Monitoring and Evaluation Plan (PMEP) as well as M&E plans at Pact and partner levels;
Improving timely availability and use of reliable data on program performance monitoring and evaluation and ensure use of the data by program staff and senior management for decision making;
Coordinate program baseline, in depth assessments and support adaptive management by providing timely information around project successes and challenges to allow for course correction;
Lead the support to DSD to build monitoring, evaluation, reporting, research and learning systems and capacity for the collection, collation, analysis and utilization of information to improve decision making implementation and measurement of services to OVC’s;
Establish and implement mechanism for documenting, communication and sharing best practices, learning and result from program support activities.
Basic Requirements
Master’s Degree or Higher Diploma in Public Health, Social Sciences, or other relevant discipline;
Minimum of 8 years working on monitoring, evaluation and research in the social welfare and/or HIV and AIDS, health communication field, managing data intensive programs and designing M&E methodologies and tools, with progressively increasing responsibility;
Demonstrated expertise in the design and implementation of rigorous quantitative and qualitative research studies, rapid appraisals, etc., and methods for data analysis;
Hands-on practical experience setting up and managing M&E systems for health programs in developing countries, and the ability to coach and train others in their use;
Previous experience in strengthening/capacity building with ability to build capacity in monitoring, evaluation and research;
Excellent report writing, analytical and communication skills, including oral presentation skills
Experience in knowledge management and dissemination of research findings
Intermediate to advanced knowledge of the MS Office package especially MS Outlook, MS Word, MS PowerPoint, Access etc.
Must be a South African national with fluency in English and one local indigenous South African language;
Should be in possession of a valid South African driver’s license;
Must be willing to travel substantially.
