ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders performing front office management functions typically report to the Executive staff in HQ and Regional Directors in RB. In cases where these positions support a specific business stream, the reporting line may be to the Head of Unit or Chief.
At this level job holders have independent responsibility for technical, specialised work including planning, organisation and coordination, and setting objectives. They deal with a variety of complex issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. They have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. They are expected to motivate and develop a team of support staff and/or are responsible for specialised support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

JOB PURPOSE

To support & coordinate all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
  2. Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  3. Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.
  4. Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.
  5. Support the preparation of Standard Project Reports (SPRs) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  6. Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.
  7. Support the initiatives for developing improved, streamlined, and harmonized OIM & PR, as required.
  8. Support the assurance of defined quality standards in all processes and products.

OTHER SPECIFIC JOB REQUIREMENTS

1.General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.

2.Strong written and oral communication skills, including substantive analysis and report writing skills.

3.Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
Knowledge & Skills: • In-depth knowledge of common business principles and processes, practical business support methods, procedures and systems used in area of work, gained through specialised training and work experience.
• Excellent communication skills to collaborate with a wide range of individuals in order to provide comprehensive support service provision.
• Ability to analyse and interpret financial data and monitor budgets.
• Ability to carry out complex data analysis to identify process improvements.
• Experience in supervising, supporting, and/or training others, as well as coordinating resources and organising own work.
• Ability to assert opinions and persuade others by developing logical and well-reasoned arguments.
• A high sense of confidentiality.
Language: General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.

General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Typically 6 years or more of professional experience in a relevant field of work, with a background and interest in international humanitarian development.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.
