Organizational Context

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Region is organized through Clusters covering the National Societies and based in Nairobi, Pretoria, Abuja, Dakar and Yaounde as well as country Offices in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Somalia and Zimbabwe; Central Africa Republic, Liberia. Somalia is one of the Country Offices under the reorganized IFRC Secretariat, located in the Africa Regional office in Nairobi

Job Purpose

The Senior Disaster Risk Management officer will work as part of the Somalia country office team and works closely with Cluster and Regional technical teams to strengthen IFRC and SRCS capacities in disaster risk management and resilience work. The post holder will also provide some technical support and reporting for Kenya under the Hunger and Resilience specific project.

He/She is accountable, under the direction and guidance of the Head of Country Office, for leading the IFRC Disaster Risk Management (DRM) and Resilience support to the national society. The officer will support the Head of country office in building partnerships, coordination with other technical movement partners, and in proposal development for DRM and hunger resilience programming.

The post holder will also have key project management functions for resilience and livelihoods programmes in Somalia, ensuring timely implementation and reporting.

Job Duties and Responsibilities

The main objective of the position is to strengthen the capacity of SRCS working with respective counterparts in Somaliland and Puntland in the implementation of Disaster Preparedness, Risk Reduction, Response and Resilience activities in line with SRCS DRM strategy.
Specifically, the post holder will:

• Provide Technical support and guidance to both Somali Red Crescent Society (SRCS) and Kenya Red Cross Society (KRCS) to implement capacity building activities in DRM and Resilience, including training, contingency planning, preparedness and response activities.
• Provide technical support to Kenya Red Cross in identified areas of the project and
• Support the Country Office and SRCS planning, budgeting and reporting in a timely and appropriate fashion in accordance with IFRC requirements, formats and standards.
• Support integrated community resilience planning, involving movement partners, and with a multi sectoral perspective (Health, Watsan Nutrition, Food Security /Livelihoods). All this should be done within a DRR/DRM framework that fosters community resilience building
• Monitor emerging/new partnerships and resource opportunities in support of community resilience building and livelihood programming
• Manage and monitor the implementation of the emergency response as well as resilience projects in Somalia.
• Liaise with international agencies and organisations in Somalia and be the focal point for the Food Security Cluster, and other Inter Agency coordination Forums/Task Forces on Disaster Risk Management and Resilience in Somalia.
• Contribute to the planning and development of proposals, DREFs and Emergency APPEALs processes, as required.
• Support the documentation of best practice and lessons learnt in resilience and livelihoods and, promote learning and knowledge sharing between the SRCS and Movement partners
• Undertake other duties as assigned by the Head of Somalia Country Office

Education

  1. Relevant University degree level qualification
    2. Relevant professional training in Disaster Risk Management, or Food Security and Livelihoods

Experience

  1. Minimum of 5 years’ experience of working for humanitarian aid organisations in disaster risk management, and resilience building.
    2. Experience in IFRC Project management tools and systems
    3. Experience of project planning and implementation, including budget management
    4. Experience of writing comprehensive narrative and financial reports
    5. Experience of working for the Red Cross/Red Crescent Movement
    6. Experience of working in a conflict situation

Knowledge, skills and languages

  1. Strong written and verbal communication and inter-personal skills, including working with other cultures and nationalities
    2. Self-supporting in computers (Windows, spreadsheets, word-processing, e-mail)
    3. Skills in project management, including monitoring and evaluation
    4. Good skills in training, facilitation and presentations
    5. Fluently spoken and written English

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. State parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts.
