PATH is seeking to recruit a Senior Grant Manager to manage the grants portfolio for the Integrated HIV/AIDS Project in Haut Katanga and Lualaba (IHAP-HK/L), under supervision of the IHAP-HK/L Deputy Chief of Party for Finance and Administration. Specific job duties include:

Duties:

  • Manage the grant management system for the IHAP-HK/L project.
  • Supervise the grant teams based in Lubumbashi and in Kolwezi.
  • Provide direction and guidance to grant team to ensure efficient and timely execution of grants.
  • Collaborate with technical and monitoring and evaluation (M&E) teams to ensure grant-making activities are implemented in accordance with the sub grant or equivalent mechanism clauses.
  • Participate with technical teams to draft, negotiate, and finalize sub-grant scopes of work and budgets, within the parameters of approved work plans.
  • Provide direction and guidance to grants team in conducting due diligence (e.g. pre-award risk assessments) for proposed sub-grantees.
  • Review sub-grants to be issued under the IHAP-HK/L project for final approval.
  • Lead the grants team in the development of proposed amendments to sub-grants, including obtaining necessary approvals from the donor.
  • Receive sub-grant deliverables and reports.
  • Liaise with technical and M&E teams) to obtain technical approval of submitted deliverables from sub-grantees.
  • Coordinate with sub-grantees to provide requested guidance and ensure that deliverables are submitted on time and at expected quality.
  • Alert technical team about delays in submission of deliverables.
  • Monitor sub-granting process to ensure compliance with USAID rules and regulations.
  • Coordinate with the Finance and Administration team so that procurement processes for in-kind grants are properly planned and executed, and that the commodities or services are distributed to sub-grantees.
  • Coordinate with the Finance and Administration team to ensure that sub-grantees are paid in accordance with their sub-grant agreements, where applicable.
  • Participate in audits of sub-grantees and undertake remedial steps to correct deficiencies in response to audit findings.
  • Submit monthly, quarterly, and annual grant reports to the DCOP-Finance and Administration and Project Administrator outlining financial and technical deliverables submitted by all sub-grantees.
  • Ensure that donor requirements and PATH policies and procedures (as applicable) are followed by the all project sub-grantees.

Required Experience

Required Skills and Experience 

  • A minimum of five to seven years of experience in sub-grant management, with at least two years of experience managing grants portfolio for health and development programs, with expertise in grant management to civil society organizations, community based organizations, and non-governmental organizations in developing countries; or an equivalent combination of education and experience.
  • Additional expertise and training on USAID rules and regulations is strongly preferred.
  • Previous experience managing grants on USAID projects is preferred; PEPFAR experience is desirable.
  • Degree in business administration, finance, or accounting
  • Extensive experience with Microsoft Office Suite, including Excel and Word.
  • Excellent attention to detail and ability to deliver products with minimal errors.
  • Strong budgeting and financial management skills.
  • Good negotiating and communication skills.
  • Proven ability to effectively manage teams to deliver high quality products in a timely manner.
  • Strong interpersonal skills and ability to work effectively in multicultural environment.
  • Excellent written and spoken English and French.

Applicants considered for this position are to be DRC nationals. This position is based in Lubumbashi. Candidates outside of Lubumbashi will be responsible for their relocation to Lubumbashi.
