The Global Health Fellows Program (GHFP-II) is a cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
Launched in 2003 by President George W. Bush, the President’s Emergency Plan for AIDS Relief (PEPFAR) holds a place in history as the largest effort by any nation to combat a single disease. In the first five years of the program, PEPFAR focused on establishing and scaling up prevention, care and treatment programs. It achieved success in expanding access to HIV prevention, care and treatment in low-resource settings. During its first phase, PEPFAR supported the provision of treatment to more than two million people, care to more than 10 million people, including more than four million orphans and vulnerable children, and prevention of mother-to-child treatment services during nearly 16 million pregnancies.
On July 30, 2008, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (H.R. 5501) was signed into law authorizing up to $48 billion over five years to combat global HIV/AIDS, tuberculosis and malaria. In the second phase of PEPFAR, a comprehensive multi-sectoral approach that expands access to prevention, care and treatment, and builds greater country ownership continued to be pursued. In December 2013, President Obama signed the ‘PEPFAR Stewardship and Oversight Act of 2013’ into law. The bill extends existing authorities for five years and strengthens oversight of PEPFAR. As PEPFAR builds upon its successes, it will continue its focus on transitioning from an emergency response to promoting sustainable country programs.
The US Government (USG) program in Zambia combines the Departments of State and Defense, the Centers for Disease Control and Prevention (CDC), USAID, and Peace Corps to implement an integrated program covering HIV prevention, care, and treatment. These USG partners have come together to create an HIV/AIDS program that supports existing activities in Zambia, and have built national platforms for program scale-up, especially for clinic-and facility-based services, care for orphans and vulnerable children, and community-based care. The PEPFAR Zambia interagency team is comprised of over 100 programmatic and technical staff members and additional management and administrative support staff members. The PEPFAR Coordination Office has nine full-time staff members, including the PEPFAR Country Coordinator.
PEPFAR Zambia is a collaborating partner with other in-country stakeholders including, first and foremost, the Government of the Republic of Zambia primarily through the National HIV/AIDS/STI/TB Council, the Ministry of Health and the Ministry of Finance (MOF). PEPFAR Zambia also collaborates closely with other donors such as the Global Fund.
INTRODUCTION:
The Senior HIV Financing Advisor (Senior Advisor) will be based in Lusaka, Zambia, and will support the full mandate of the PEPFAR Coordination Office related to sustainable HIV financing. The Senior Advisor will coordinate and implement expenditure and cost analyses across the PEPFAR Zambia program; advise on and coordinate USG linkages with Global Fund activities; support work with the Ministry of Finance and coordinate USG participation in the development of national strategies in Zambia.
The Senior Advisor will work closely with and receive technical guidance from the PEPFAR Country Coordinator (PCC) who will serve as his/her onsite manager.
ROLES AND RESPONSIBILITIES:
The Senior HIV Financing Advisor will be responsible for:
Coordinating and implementing expenditure and cost analyses across the PEPFAR Zambia program.
- Providing technical assistance to PEPFAR Zambia’s interagency team with expenditure analysis for country operational plan programming and budgeting for impact.
- Serving as a technical advisor for analyzing cost data, especially pertaining to resource tracking, costing, and cost-effectiveness studies.
- Analyzing program expenditure data and linking it to epidemiology and program coverage goals for HIV/AIDS services in close collaboration with the Office of the Global AIDS Coordinator, USG PEPFAR strategic information advisors, and the interagency PEPFAR Zambia team.
- Leading the preparation of administration and analysis tools to help coordinate Zambia’s expenditure analysis activities; providing coordination and oversight of PEPFAR Zambia’s expenditure analysis activities.
- Maintaining knowledge of state of the art costing and economic evaluation practices and serving as a technical resource for PEPFAR Zambia.
Advising and coordinating USG linkages with Global Fund activities in Zambia.
- Informing and advising on USG Country Coordinating Mechanism (CCM) participation, CCM Committee participation, and funding application participation. Particularly advising the USG CCM representative, technical staff representatives on the CCM committees, and the PEPFAR Agency Leads, as needed.
- Providing recommendations to ensure that Global Fund and USG resources are effectively used for increased program impact. This includes coordinating the joint engagement of USG implementing partners and Principal Recipients in the implementation of USG and Global Fund-supported interventions in the three focal areas.
- Identifying and implementing innovative approaches to improve collaboration between the host country, other donors, and implementing partners to achieve PEPFAR’s goals.
- Participating in writing and preparing key USG planning and budgeting documents that relate to Global Fund activities including (i) the multilateral sections of the PEPFAR Country Operational Plan (COP), PEPFAR Quarterly Reporting (POART), PEPFAR Semi-Annual Progress and Annual Progress reports; (ii) Malaria and TB Operational Plans, and Performance Reports; and (iii) Cables and other Front Office briefing material.
- Evaluating needs and coordinating technical assistance requests to strengthen Global Fund implementation and management, including the improvement of CCM governance and oversight. This may involve coordinating with US bilateral and headquarters-based technical assistance as well as local entities such as the United Nations Program on HIV/AIDS, the World Health Organization, and other multilateral and bilateral agencies.
Advising and coordinating PEPFAR’s work with the Ministry of Finance in Zambia.
- Informing and advising on USG participation in the Oversight Working Group (OWG), which is chaired by MOF.
- Providing technical support to the MOF as needed in their leadership of the OWG.
- Working with the US Treasury Technical Advisor (who sits with MOF) to identify and implement innovative approaches to improve sustainable domestic HIV financing.
- Coordinating with other sections within the Mission to ensure collaboration of activities with the MOF.
Coordinating USG participation in the development of national strategies in Zambia
- Coordinating the compilation and sharing of PEPFAR Zambia program and budgetary information with the Zambian government.
- Participating in national planning meetings as assigned by the PCC.
- Developing and monitoring efforts to ensure that PEPFAR resources are effectively programmed in coordination with the Zambian government and other donor resources for increased program impact.
- Coordinating PEPFAR Zambia’s interagency technical participation in the development of key national strategic documents.
- Serving as a key technical advisor on funding gaps and priorities during the COP and POART processes.
- Providing logistical and practical support for scheduled and ad hoc meetings of PEPFAR Zambia, the Zambian government and the Global Fund to better coordinate programs.
International and domestic travel approximately 20%.
TRAINING AND PROFESSIONAL DEVELOPMENT (7%)
- Keeping abreast of literature and latest developments in the fields of costing and economic evaluation practices and processes.
- Deepening knowledge of cost data analysis, especially pertaining to resource tracking, costing, and cost-effectiveness studies.
- Participating in interagency and intra-agency working groups as appropriate to the scope of work.
- Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health, health finance, health economics, international development, epidemiology, sociology or other related social science or finance fields.
- Minimum ten (10) years’ experience in cost analysis or related financial planning and management, with at least three to five (3-5) years’ experience in an international or resource challenged setting.
- Minimum one (1) year of experience working in one or more of the PEPFAR countries, or at one of the PEPFAR headquarter agencies.
- Broad technical knowledge and experience in health financing, data analysis and working with a wide range of development partners. Specific expertise in conducting economic evaluations and analyzing costing data.
- Knowledge of and experience with complex program planning and reporting databases.
- Experience analyzing and monitoring complex health situations.
- Experience with USG expenditure tracking tools, and knowledge of USG policies and guidance related to PEPFAR implementation (particularly expenditure analysis) strongly desired.
- Experience working with the Global Fund or other multilateral donors strongly desired.
- Experience working on partner government national strategies strongly desired.
- Demonstrated flexibility, ability to work in diverse teams, and openness in responding to changing work priorities and environment.
- Critical eye for details and strong interpersonal, written and oral communication skills.
- Strong writing and editing skills, speaking and presentation skills, and the ability to process information from a wide variety of sources into a cohesive, polished document.
- Ability to travel locally and internationally as necessary.
- Ability to obtain medical clearance to live and work in Zambia.
- US citizenship required.
