Background:
CRS is currently seeking applications from qualified senior nutrition candidates for an anticipated USAID-funded Integrated Agriculture, Nutrition, Water and Sanitation project in Zambia, a $80-100 million, six-year program. This project will be jointly managed by the Economic Development, Health, and Education Offices. Activities will most likely focus towards reducing stunting through high value, nutrient rich agricultural and value chain systems, increased household access to water and sanitation, and social and behavior change (SBC) pathways in approximately 30 targeted districts. The location of districts will be determined per the RFP. The Senior Integrated Nutrition Coordinator will also work closely with and build on the Zambian Government’s 1,000 Most Critical Days efforts under Scaling Up Nutrition (SUN). Activities will strengthen multi-sectoral coordination, local access to adequate quantity, quality and diversity of food and requires integrated multi-sectoral interventions that increase availability of diverse, nutritious food, adoption of better child feeding and women’s diets, water and hygiene practices to improve food safety and utilization, and access to clean water and a healthier, cleaner environment. This approach also would include: increasing incomes; improving agricultural productivity and private sector led value chain development in nutrient-dense, protein-rich foods; and improving health-seeking behaviors. The project will be implemented through a consortium of international and national organizations, in close cooperation with the Zambian Government (GRZ). It will also seek private sector engagement to ensure long-term sustainability. The project will incorporate strong learning components, potentially with embedded operations and/or other evaluation approaches to address research gaps and generate lessons learned about approaches to integration.

Major Responsibilities:
Technical leadership and oversight, capacity development of national partners including mentoring and training, team building, strategic leadership and strategy development, integrated planning of key interventions, coordination, monitoring/evaluation of improved health and nutritional outcomes, supervision, and report writing.

Primary Function:
The Senior Integrated Nutrition Coordinator will work closely with Zambia’s National Food and Nutrition Commission in strategic planning and coordination to ensure strong synergies and integrated in joint nutrition, health, WASH, and agriculture initiatives. S/he will ensure that health and nutrition targets are met and will be responsible for coordinating with state and church agriculture and WASH providers to strengthen community-level health and nutrition efforts to complement nutrition interventions to sustainably reduce stunting.

The Health and Nutrition components of the project will include two main elements:

  1. Adoption of better child feeding and household hygiene practices
  2. Improved delivery of effective, sustainable health and nutrition services
    The Senior Integrated Nutrition Coordinator will oversee the planning and consultation for the health and nutrition components of the project. S/he will ensure the timely planning and implementation of activities, provide technical nutrition and strategic guidance to CRS and partner staff, and liaise with key partners, USAID representatives, government entities, and other sector stakeholders.
    Key Working Relationships:
    Internal: Chief of Party, Deputy Chief of Party, Meal Coordinator and MEAL Team, Senior Technical Advisors in Nutrition, Agriculture, WASH, Gender, SBC, and potentially other specialists.
    External: Ministry of Health, Ministry of Local Governance and Housing, Caritas, local and international technical partners (NGOs, projects, platforms, decentralized structures, etc.), bilateral and multi-lateral donors.

Qualifications and Skills:
· Master’s degree in Nutrition, Public Health, or relevant field
· At least eight years of management experience in the development sector, specializing in nutrition or health.
· Technical proficiency in integrated nutrition program design, implementation, and monitoring and evaluation.
· Proven experience coordinating with local and regional government ministries with demonstrated knowledge of government structures, initiatives, and key relationships in Zambia.
· Thorough understanding of USAID policies and priorities strongly desired.
· Proven strategic planning and monitoring and evaluation skills.
· Demonstrated experience coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governments, including National Food and Nutrition Commission, INGOs, and other local partners.
· Proven ability to provide representation at donor and governmental meeting.
· Willingness and ability to travel approximately 25% of time within country.
· Excellent English oral and written communication skills required.
