Project Description
Rwanda Private Sector Driven Agricultural Growth (PSDAG) Project is a five-year Feed the Future project funded by USAID and implemented by RTI and Crown Agents-USA. The project was created in line with Government of Rwanda (GoR) targets and aims to develop a strategic partnership between the Rwandan public and private sectors to improve the conditions for investment mobilization and to create more economic opportunity for smallholder farmers through increased value chain market integration. The project’s principal objectives include:
Objective 1: Assisting the Government of Rwandan (GoR) to attract and increase Private Sector Investment; and
Objective 2: Facilitating increased private Sector Investment by Upgrading Agricultural Value Chains
Objective 1 entails the development and implementation of a clear roadmap for attracting and supporting private investment, including clear definition of roles and responsibilities within the GoR to improve the enabling environment and work with potential investors from their expression of investment interest to the actual implementation of the investment. PSDAG is to partly achieve this goal by improving the policy and business environment within Rwanda to facilitate this investment. A vibrant Public Private Dialogue (PPD) is seen as an essential component of a good business environment.
Position Overview
The Senior PPD Advisor will support PSDAG Objective 1 by taking a lead on project activities that strengthen the Private Public Dialogue in Rwanda and promote the development of a vibrant PPD at the national level, and for agribusiness and agriculture companies at the district level.
Specific Responsibilities
- Engage in evidence-based policy analysis to improve the business enabling environment for investors and current businesses.
- Where appropriate, include relevant GoR staff in policy analysis so that there is knowledge transfer on the process and that the analysis can be replicated.
- Work in consultation with the PSDAG consultant, PPD and Advocacy Expert, to prepare for the first national PPD in agriculture; and once the PPD takes place, take a lead in developing follow-up mechanisms that will ensure continuity of the dialogue.
- Assist the Private Sector Federation (PSF) and Rwandan Development Board (RDB) to improve and standardize the PSF PPD mechanism, in line with previous PSDAG consultant’s recommendations on improving the PPD process in Rwanda.
- Review PPD process at the local level and assist with linkages to national dialogue processes.
- Monitor the effectiveness of the PPD processes and mechanisms put in place and take actions, as appropriate, to ensure their continued success.
- Develop ICT solutions and capacity building for GoR staff in policy formulation
- Attend to other tasks assigned by the project Chief of Party (CoP) and/or Senior Policy Institutional Development Specialist (SPIDS) towards the realization of Objective 1 deliverables.
Qualifications
The individual that fulfills this role must be a demonstrated proactive, self-starter with a track record of previous engagement with Public Private Dialogue or advocacy in Rwanda. Minimum qualifications include:
- Degree in Agricultural Economics, Economics, Quantitative Social Science or other relevant degree is required, Master’s Degree preferred.
- 5-10 years of progressively responsible experience in the area of trade, investment framework development.
- Working experience with Rwandan public agencies and ministries as well as with private sector advocacy organization.
- Demonstrated experience in policy reform process facilitation, public-private dialogue and institutions coalition building in rural economies.
- Working experience on policy research and policy advocacy coordination and support to both public and private business and related civil society organizations.
- Working experience and familiarity with agricultural development and policy issues in the African context, agriculture sector strategies and investment plans.
- Excellent verbal and written communication in English is required
