Program Overview |
The Afya Pwani Project is funded by USAID for a three year initial period with two option years. Pathfinder International is the Prime Contractor for this project. The purpose of the Afya Pwani Program is to improve and increase access and utilization of quality health services in Kenya through strengthening service delivery and institutional capacity of county health systems in Lamu, Kilifi, Mombasa, Kwale and Taita Taveta counties. With three sub-purposes: namely, Increased access and utilization of Quality HIV Services; Increased Access and Utilization of Focused MNCH/FP/WASH & Nutrition Services in Kilifi County and Strengthened and Functional County Health Systems, the Afya Pwani Projgram also has the following Cross-Cutting Elements:-Youth, Key Populations, Gender, Sustainability and Coordination. As the Prime Contractor, Pathfinder International will be supporting the county governments, in particular the County Health Teams, to implement the County Health Strategic and Investment Plan and will strategically communicate, coordinate and collaborate within and across development and implementing partners, including all USG and non-USG partners, especially those implementing national and other service delivery mechanisms. |
Position Purpose |
The Senior Techical Advisor is a senior position and is a key member of the project senior management team. She/he has primary responsibility over the technical direction and coordination of HIV/AIDS/TB activities within the project framework of Afya Pwani. She/he assists the DCOP with the overall management of the HIV/AIDS related program area and elements of the project. Responsibilities also include serving as liaison with USAID and other partners for HIV/AIDS/TB and providing oversight of technical leadership activities in HIV/AIDS/TB. The position will be based at the Project office (Mombasa). |
Key Responsibilities |
Under the supervision of the DCOP and in very close collaboration with other advisors, the Senior Technical Advisor will perform the following responsibilities:- Coordinate Afya Pwani’s efforts to provide quality HIV/AIDS/TB technical assistance to Project region in line with national guidelines
- Develop strategies to promote transfer of essential HIV/AIDS/TB related management, operational and technical skills to local resources within the CHMTs, collaborating local NGO and private sector organizations.
- Provide senior technical support and guidance to program staff;
- Assist the DCOP in developing and updating annual work plans, ensuring that project deliverables are of high quality and produced on time;
- Provide direct technical inputs to improve the various HIV/AIDS/TB program elements: prevention, treatment, care and support
- Make contiuous use of all available data to analyze, evaluate, plan and/or document and instill such attitudes in collaborators within and outside the project;
- Participate in the development and/or identification and/or scale up of innovative strategies to improve the overall quality of HIV/AIDS/TB services available to different target populations;
- Work very closely with Finance & Administration and M&E to develop and monitor appropriate budgets to support technical activities and oversee the preparation of quarterly, semi annual, annual and other periodic reports for HIV/AIDS/TB program elements;
- Stay abreast of and make available to colleagues within Afya Pwani and local partners new developments, guidelines and approaches to HIV prevention, care and treatment. Work closely with USAID and other donors to integrate evolving international guidelines into Afya Pwani protocols and standards;
- Liaise with USAID and other USG-supported HIV/AIDS Projects, other donor Projects, the Ministry of Health and any other pertinent institutional entities working in the area of HIV/AIDS to assure coordination, collaboration and effective and efficient use of HIV/AIDS and TB resources in complementarity to other inputs for Afya Pwani supported sites;
- Work with the team to produce scientific papers on Afya Pwani’s work;
- Anticipate trends and develop new HIV/AIDS program areas to keep Afya Pwani competitive in a rapidly changing environment;
- Represent Afya Pwani at international conferences/working groups, in meetings with national HIV and AIDS programs, donors, technical partners, and maintain contacts with other organizations working in HIV and AIDS control.

Basic Requirements |
- A medical doctor with an advanced degree ( Masters in Public Health or MMed)
- Seven or more years of experience in implementing HIV/AIDS/TB control in Kenya.
- Experience working on integrated health projects is required.
- Experience in managing large scale USAID funded projects; experience in capacity-building.
- Excellent English oral presentation and written skills.
- Experience in developing policy documents and technical guidance, including participating in TWGs.
- Experience working with USAID agreements and contracts is highly desirable.
- Demonstrated experience with and understanding of PEPFAR monitoring and evaluation requirements.
- Proven record of excellent management, leadership, decision-making, and interpersonal skills.

- Excellent bridge-building skills with demonstrated ability to work successfully with partners and staff in delivering project results in a timely manner.
- Ability to travel sometimes.
