Project Officer – Clinical Services

Key Roles and Responsibilities:

  • Collaborate with Sub-County Health management Team to plan and provide onsite clinical mentorship, supportive supervision and technical assistance to ensure adolescent and young women have access to appropriate HIV services covering testing and linkage to care and treatment.
  • Work with health facility management committee to establish youth corner to create a trusting environment for adolescents and young women to access HIV services and supporting an open and judgment-free space, as well as creating a youth corner.
  • Participate in health care facilities service provision assessment, identifying gaps and jointly develop plans with the project and Sub-County Health Management Team for service improvements.
  • Support MEAL Coordinator in health facility data collection, compiling, and reporting. Build capacity of the facility teams and providers to use service delivery data for decision making.
  • Collaborate with Sub-County Health Management Team and other partners to ensure effective multi-sectoral linkages are established and maintained between health facilities and community services.
  • Prepare a comprehensive monthly and quarterly reports of all activities carried out as per the work plan.
  • Work with health care workers and youth mentors to establish and maintain support groups for adolescent and young women living with HIV.
  • Analyze and report on the progress of all interventions in terms of achieving results using existing M&E tools and identify constraints and recommend corrective action.

Qualifications and Experience:

Project Officer – Community Health Services

The MNH Officer ensures the effective implementation of Maternal and New born Health Program in Bungoma County while working closely with County government, Health department.

The programmatic model will actualize continuum of care approach mixed with an integrated package of quick wins, a minimum community health care package and a strengthened health system approach to maternal and Newborn health programming across Save the Children’s Theory of Change.

Scope of Role: Working closely with the Community development coordinator, the post holder will play a key role in implementation of demand creation activities for the signature project.

The post-holder will also support strengthening of community health structures including community health units, and bolstering utilization of transforming traditional birth attendants as birth companions and community midwifes for improved maternal and new born health.

He/she will be able to engage with different stakeholders at the sub county level including developing a good working relationship with the ministry of health officials.

  • Provide assistance in the annual prequalification exercise by compiling a list of applicants, inputting the technical aspects and short listing the successful applicants.
  • Ensure that suppliers are managed professionally, impartially and with no appearance of impropriety.
  • Assists in the procurement of routine and non routine procurements which includes but not limited to-:
  1. Obtaining quotations in accordance to SCI procurement policy.
  2. Assisting the Logistics Officer in compiling the comparative bid analysis.
  3. With guidance from Logistics Officer, prepare the local purchase orders/service contracts and ensures the documents are approved as per scheme of delegation.
  • Develop sound partnerships with suppliers, contractors and relevant government agencies.
  • Update the procurement tracker on a continuous basis and send a report every Friday to the Logistics Officer.
  • Compiles documentation required for payments and sends to finance for processing in a timely manner.

Transport and fleet

  • Ensure vehicle fleet management complies with SCI standards through appropriate allocation and safe use of vehicles.
  • Assist the Logistics Officer in processing car hire requests based on approved movement plans in the most cost effective and efficient manner as per the stipulated policies and any applicable regulations.
  • Ensuring that the requested car hire services are provided satisfactorily.
  • In conjunction with the driver compile the monthly reports on vehicle mileage, fuel consumption, repairs and maintenance and submit in a timely manner to the Logistics Officer.
  • Support the driver in drafting movement plans and submit it to the Logistics Officer by Thursday morning on a weekly basis.

Asset Management

  • Assist the Logistics Officer in maintaining the asset register including updating on acquisitions, maintenance management, transfers, valuations, current user, status and location.
  • Plan and execute the asset verification on a quarterly basis and update the register. Report on any variances.
  • Reports any damages or loss of equipment or assets in a timely manner.
  • Ensure all assets are tagged accordingly.
  • Execute the stock take quarterly.

Warehousing

  • With the assistance of the Logistics Officer implement effective stock management and administration systems, thoroughly monitoring stock levels and advising on appropriate stocking and replenishment to meet project demands
  • Ensure that the items in the warehouse are properly stored and all records are up to date.
  • Ensure all incoming and outgoing stock is managed according to the warehousing and stock management standards as per SCI policies and regulations.
  • Custodian of all logistic documentation. Ensure that all paper work is completed and filed correctly. These include GRNs, Stock release, waybills, bin cards, stock cards and distribution lists.
  • Check and inspect goods received and ensure they are of accurate quantity, specifications and acceptable quality.
  • Record any damaged, faulty/missing goods.
  • Ensure that the warehouse is neat and clean at all times.
  • Ensure the appropriate storage and physical condition of stocks according to their specific requirements
  • Ensure all stock is released with stock release form and stock release approval.
  • Ensure all goods are tracked by description, source of funds (SOF) code and project code.

Qualifications and Experience

MEAL Officer

ROLE PURPOSE:
To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.  Your support in the delivery of an effective MEAL function will play a key role in the achievement of results for the Kangaroo Mother Care (KMC) project implemented by Save the Children in Nairobi to increase impact and enable positive change for children.

• Provide MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets (LFA) using Indicator Performance Tracking Tables    (IPTT)
• Supporting the development of systems and processes for the implementation of M&E policy and procedure based on Save the Children best practice, developing frameworks to      integrate impact assessment and learning and knowledge management into the programme and project cycle;
• Supporting SC staff and partners and building their capacity in M&E issues and in the management of information systems, such as the development of required formats, key        indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of projects;

Learning
• Support in the compilation and analysis of quantitative and qualitative programme data and contribute into subsequent reporting through monthly MEAL reports, flagging            updates, successes and issues from the MEAL tracking tools.
• Coordinating the sharing of learning related to MEAL practices across offices, encouraging consideration of results both between and within sectoral teams, and providing support    when internal/external reviews, evaluations, and lessons learned exercises should be employed;
• Support the development of case studies, human interest stories, documentaries and other related materials with MEAL
• Organize learning meetings, events and workshops for programme units to document lessons learnt, good practices and areas of improvement;

Evaluation
• Designing situation analysis, needs and baseline/end line assessments, external reviews, evaluations and documentation, and identifying resources, including technical resources,    both within SC and externally;
• Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of    sound baseline information;
• Representing the principles and work of Save the Children to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required;

KEY AREAS OF ACCOUNTABILITY:

  • Maintain robust and adequate financial internal control systems and cash management across the field office in line with SCI Finance Manual, Awards management and good          accounting practices.
    • Ensure sufficient cash in the field office by producing monthly cash forecasts for the Office, sending to Nairobi office and following-up to make sure cash is received in time.
    • Process GLACOS spreadsheets after verifying their accuracy ensuring that data is submitted to Nairobi office by the set deadline for processing in Agresso, preparing Field Office Monthly review report for Review by Area Programme Manager
    • Support the Area Manager and the Roving Finance Coordinator in the preparation and on-going management of the field office Master Budget with potential gaps actively              highlighted and included in new proposals.
    • Verify the accuracy, validity, legitimacy of all payments completeness of financial documents, (purchase requests, work orders, pro forma invoices), proper coding and approval      by responsible managers before payments are made while ensuring SCI creditors are paid promptly.
    • Support budget holders in developing proposal budgets, as well as phasing of budgets for posting into Agresso and provide support to budget holders in reviewing and                  understanding monthly financial budget monitoring reports and follow up on any recommended action points.
    • Liaise with the Area Manager to schedule and take lead in planning and convening the monthly finance and grants meetings in the field office ensuring relevant teams are              included and action points followed up.
    • Induct new staff into financial policies and procedures applicable in the field offices while ensuring that changes in policies are communicated to staff at all levels.
    • In collaboration with the Field HR office, provide monthly information to Nairobi Financial Accounting Officer for payroll preparation and on staff departing from SCI.
    • Work closely with the Awards team in ensuring donor compliance amongst the implementing partners at the field level and that audit recommendations related to Field Finance      and Awards are followed up & implemented in good time and field staff fully understand and comply with the standard financial procedures

  • Work with health facility management committee to establish youth corner to create a trusting environment for adolescents and young women to access HIV services and supporting an open and judgment-free space, as well as creating a youth corner.

  • Clinical Officer or Nursing officer, Bachelor of Nursing preferred, with at least 3 year experience in HIV/AIDS prevention, Care and Treatment with a focus on adolescent and young women.

Project Officer – Community Health Services

Key Roles and Responsibilities:

  • Coordinate the work of youth mentors and community health volunteers to conduct HIV prevention activities, referrals, follow ups and defaulter tracing.
  • Coordinate all community based demand creation activities for HIV diagnosis to identify HIV positive adolescent and young women and link them to social support (peer) groups and platforms to access HIV care and treatment services.
  • Organize and coordinate trainings for community health volunteers, and youth volunteers as per national curriculums in consultation on sub-county health management teams.

Scope of Role: The Logistics Assistant is required to provide assistance and support to the Logistics Officer in providing excellent service delivery to the programme in regards to procurement, fleet management, warehousing and asset management in line with Save the Children policies and SOPS.

Reports to Logistics Officer

  1. a) Procurement
  • Assist the Logistics Officer to ensure that programme purchases are made in a timely and transparent manner, that Save the Children procurement policies and procedures are followed at an optimal quality/price, and that all procurement procedures are properly implemented;
  • With the guidance of the Logistics Officer, prepare the procurement plans in consultation with the programmes and operations teams
  • Provide assistance in the annual prequalification exercise by compiling a list of applicants, inputting the technical aspects and short listing the successful applicants.
  • Ensure that suppliers are managed professionally, impartially and with no appearance of impropriety.
  • Assists in the procurement of routine and non routine procurements which includes but not limited to-:
  1. Obtaining quotations in accordance to SCI procurement policy.

  3. With guidance from Logistics Officer, prepare the local purchase orders/service contracts and ensures the documents are approved as per scheme of delegation.

  • Update the procurement tracker on a continuous basis and send a report every Friday to the Logistics Officer.
  • Compiles documentation required for payments and sends to finance for processing in a timely manner.

Transport and fleet

  • Ensure vehicle fleet management complies with SCI standards through appropriate allocation and safe use of vehicles.
  • Assist the Logistics Officer in processing car hire requests based on approved movement plans in the most cost effective and efficient manner as per the stipulated policies and any applicable regulations.

  • Reports any damages or loss of equipment or assets in a timely manner.
  • Ensure all assets are tagged accordingly.
  • Execute the stock take quarterly.

Warehousing

  • With the assistance of the Logistics Officer implement effective stock management and administration systems, thoroughly monitoring stock levels and advising on appropriate stocking and replenishment to meet project demands

  • Ensure all incoming and outgoing stock is managed according to the warehousing and stock management standards as per SCI policies and regulations.

MEAL Officer

ROLE PURPOSE: To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.  Your support in the delivery of an effective MEAL function will play a key role in the achievement of results for the Kangaroo Mother Care (KMC) project implemented by Save the Children in Nairobi to increase impact and enable positive change for children.

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.

KEY AREAS OF ACCOUNTABILITY: Support the delivery of effective Programming by:

Monitoring • Participating in the development of tools and guidelines for data collection, collation and reporting, with a focus on establishing Output and outcome Tracking, systemically            checking data for quality, accuracy, and consistency, and providing feedback as necessary; • Developing the KMC project internal reporting schedules & templates, clarifying what level of information is needed and where, with key responsibilities assigned, and reviewing    proposals, with a particular focus on checking log frames and ensuring indicators are SMART; • Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into                  programming; • Use process, output level quality benchmarks as reference to undertake field monitoring visits, focusing on programme quality aspects, discuss with relevant staff and share          reports with relevant colleagues

Database management • Provide MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets (LFA) using Indicator Performance Tracking Tables    (IPTT) • Supporting the development of systems and processes for the implementation of M&E policy and procedure based on Save the Children best practice, developing frameworks to      integrate impact assessment and learning and knowledge management into the programme and project cycle; • Supporting SC staff and partners and building their capacity in M&E issues and in the management of information systems, such as the development of required formats, key        indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of projects;

Learning • Support in the compilation and analysis of quantitative and qualitative programme data and contribute into subsequent reporting through monthly MEAL reports, flagging            updates, successes and issues from the MEAL tracking tools. • Coordinating the sharing of learning related to MEAL practices across offices, encouraging consideration of results both between and within sectoral teams, and providing support    when internal/external reviews, evaluations, and lessons learned exercises should be employed; • Support the development of case studies, human interest stories, documentaries and other related materials with MEAL • Organize learning meetings, events and workshops for programme units to document lessons learnt, good practices and areas of improvement;

Evaluation • Designing situation analysis, needs and baseline/end line assessments, external reviews, evaluations and documentation, and identifying resources, including technical resources,    both within SC and externally; • Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of    sound baseline information; • Representing the principles and work of Save the Children to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required; • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their            implementation where appropriate; • Professionally document and proactively share information and learning with Save the Children stakeholders

Accountability • Ensure sensitive complaints collection and handling through development of functional systems within the project • Ensure accountability assessments are conducted and capacity of staff built to undertake accountability assessments. • Ensure effective community complaints response mechanisms in collaboration with communities are developed and functional • The capacity of local partners is assessed and developed using CHS methodologies • Complying with and promoting all Save the Children Global policies such as Child Safeguarding, Whistle blowing, Fraud, and     Health and Safety. • Contributing to the design of MEAL methodology and child-focused indicators by the KMC project team, and to the promotion of child participation in M&E planning and accountability, including in the Child Rights Convention (CRC) reporting process;

QUALIFICATIONS AND EXPERIENCE

  • First degree in Social sciences or Health related disciplines. • Minimum three years practical experience in M&E system coordination/implementation in a large international non-governmental organisation or other international                      relief/development body; • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses. • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyze and disseminate complex information    to a range of stakeholder audiences; • Well-developed research, analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills, with particular competency in participatory              research methods; • Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors • Computer literacy, particularly in Word, Excel, and PowerPoint; • Working knowledge of data/statistical programmes e.g. SPSS, Stata etc • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; • Strong communication and interpersonal skills in English, with experience working in multicultural, multi location, values driven teams; • Commitment to Save the Children values.

Finance Coordinator

ROLE PURPOSE:

The Finance Coordinator will support the Area Office in delivering the Finance teams’ objectives in a timely and accurate manner.  Supervise the Finance Assistant and ensure that processing and reporting deadlines are fully met; financial controls and procedures are strictly adhered to by all field office staff.

Reports to: Area Programme Manager, with a technical reporting line to the Roving Finance Coordinator, based in Nairobi.

KEY AREAS OF ACCOUNTABILITY:

  • Maintain robust and adequate financial internal control systems and cash management across the field office in line with SCI Finance Manual, Awards management and good          accounting practices. • Ensure sufficient cash in the field office by producing monthly cash forecasts for the Office, sending to Nairobi office and following-up to make sure cash is received in time. • Process GLACOS spreadsheets after verifying their accuracy ensuring that data is submitted to Nairobi office by the set deadline for processing in Agresso, preparing Field Office Monthly review report for Review by Area Programme Manager • Support the Area Manager and the Roving Finance Coordinator in the preparation and on-going management of the field office Master Budget with potential gaps actively              highlighted and included in new proposals. • Verify the accuracy, validity, legitimacy of all payments completeness of financial documents, (purchase requests, work orders, pro forma invoices), proper coding and approval      by responsible managers before payments are made while ensuring SCI creditors are paid promptly. • Support budget holders in developing proposal budgets, as well as phasing of budgets for posting into Agresso and provide support to budget holders in reviewing and                  understanding monthly financial budget monitoring reports and follow up on any recommended action points. • Liaise with the Area Manager to schedule and take lead in planning and convening the monthly finance and grants meetings in the field office ensuring relevant teams are              included and action points followed up. • Induct new staff into financial policies and procedures applicable in the field offices while ensuring that changes in policies are communicated to staff at all levels. • In collaboration with the Field HR office, provide monthly information to Nairobi Financial Accounting Officer for payroll preparation and on staff departing from SCI. • Work closely with the Awards team in ensuring donor compliance amongst the implementing partners at the field level and that audit recommendations related to Field Finance      and Awards are followed up & implemented in good time and field staff fully understand and comply with the standard financial procedures

QUALIFICATIONS AND EXPERIENCE

  • Bachelors of Commerce degree in an area Finance or equivalent. • Professional qualifications in Accounting (CPA II section finalist or ACCA II) • Recommended a minimum of 3 years experience in Accounting/financial management; payroll, purchase ledger, cash / bank reconciliation in an INGO • Strong working computer skills especially in accounting packages • Highly developed interpersonal and communication skills including influencing, negotiation and coaching • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures • Strong results orientation, with the ability to challenge existing mindsets • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in • Ability to present complex information in a succinct and compelling manner • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies • Fluency in English, both verbal and written • Commitment to Save the Children values.
