Background:

Adam Smith International working with a consortium of partners is seeking to tender for the role of Management Agent of the Somalia Health and Nutrition Programme (SHINE).  The Department for International Development has launched SHINE, a £23 million programme to deliver the essential package of health services (EPHS) across Somalia (FSG, Somaliland, Puntland, Jubbaland, Galmudug, and ISWA).

To deliver SHINE, DFID is intending to contract a Management Agent that will manage and disburse grants to grantees, responsible for delivering the EPHS in their respective areas. Alongside this, the Management Agent will be responsible for health system strengthening with the six state health authorities (SHAs), and at lower levels of government.

Details of Fund

The Fund will initially run for a three year seven month period from August 2017. In respect to fund management, the Management Agent shall be responsible for providing end to end grant management for all grants, ensuring VfM; high quality delivery and the sustained achievement of results.

The successful individual will:

  • Design and manage robust knowledge management, learning systems and M&E frameworks; including development and implementation of Management Information Systems (MIS), identification and agreement of key indicators, baseline, data collection and analysis methods and the development of a results based programme level logframe and theory of change framework; ensuring alignment to government systems where and as appropriate. These systems and frameworks will have clear linkages to the commodities security programme and the wider SHINE M&E framework; and contribute to the wider Somali health sector learning to inform policy and practice.
  • Develop robust, joint monitoring of NGO performance with the Somali Health Authorities (SHA) and UN agencies. This should include timely establishment of baseline data, a supervision framework using the SHA HMIS and supervision tools to monitor performance.
  • Establish clear process for routine feedback mechanism, including rectifying problems identified during monitoring and lesson learning with NGOs.
  • Lead on capacity building initiatives for NGOs and government counterparts in their routine data collection, collation and analysis.
  • Lead on implementation of communications and knowledge management strategy including engagement with key stakeholders, donors and communities receiving interventions; provide advice to senior management on all matters of communication and performance;
  • Support on innovative information solutions utilised by either NGOs or government counterparts
  • Develop and oversee implementation of programme publicity material (flyers/newsletters).
  • Ensure effective processes are in place to collect, store and analyse knowledge acquired from the programme; visiting grantees/communities in Somalia where required.
  • Ensure effective internal management of knowledge and appropriate sharing of this with stakeholders and donors through appropriate channels.

Required Skills

Necessary:

  • Postgraduate degree in statistics, public health, epidemiology or related field
  • At least 10 years of professional experience in the health sector doing similar monitoring and evaluation or HMIS work for large programmes
  • Both quantitative and qualitative background
  • Strong understanding of the Essential Package of Health Services
  • Strong understanding of the Health Sector Strategy Plans and other relevant strategic documents
  • Experience in communicating programmatic results to range of audience/stakeholders
  • Strong communication skills – both verbal and written
  • Strong relationship building skills; enjoys working in teams

Desirable:

  • Somalia experience; previous work with the Somali Health Authorities
  • Previous M&E work on fund management programmes a plus
  • Familiarity with DHIS2
  • Proficient in Somali language
