Overview:

IBTCI is seeking a Monitoring, Verifications and Reporting Officer-Qualitative for the Somalia Program Support Services (SPSS) contract. This position will report to the MV&R Technical Officer (MVR-TO) who is based in Nairobi, Kenya although the position advertised could be based in Somalia or Somaliland. The MV&R Officer-Qualitative manages activity level qualitative monitoring, verification and reporting in compliance with the SPSS quality control protocols. He/ she will work directly with SPSS’ Somalia-based Field Supervisors across Somaliland, Puntland, Mogadishu and South-Central Somalia. He/she will manage the direct supervision of third party partners and work closely with them in order to ensure all USAID Implementing Partners’ data are complete and accurate. This consulting position will be full-time for one year.

Essential Duties/Tasks and Responsibilities:

  • Design and develop qualitative monitoring and verification tools
  • Collaborate with staff and consultants on qualitative monitoring and verification to provide relevant information for ongoing monitoring and verification of project activities.
  • Gather qualitative data through beneficiary interviews, surveys and in other ways.
  • Establish robust benchmark data for use in periodic analysis and reporting.
  • Support colleagues to identify relevant data to collect from applicants, beneficiaries and others.
  • Use analytical skills to provide insights into the operational implications of the data and recommendations for improvements.
  • Monitor work plans and schedules of third party partners to ensure quality and timely delivery of qualitative MV&R data and reports.
  • Assist in compilation of MVR reports including collation and attachment of relevant support documentation.
  • Participate in preparation/delivery of USAID quarterly presentations.
  • Troubleshoot and problem solve challenges in the field with tact and diplomacy.
  • Support MVR-TO and Quality Assurance Manager (QAM) on ad hoc assignments as needed.
  • Participate in meetings with implementing partners.
  • Gather and disseminate background information on planned activities to field teams.
  • Document activities and processes related to IPs based on verification requirements.
  • Coordinate production of various reports including executive MVR summaries, narratives, analysis and quality control reports as required.
  • Conduct training on tools/protocols and MVR processes to field supervisors, team leaders and monitors.
  • Collect, collate and report on lessons learned.
  • Design/update templates for use by report writers.

Required Knowledge, Skills and Abilities:

  • Research experience, including writing high-quality research reports and disseminating results to various stakeholders in English
  • Experience managing one or more field-based staff members preferred
  • Prior experience in a remote setting and willingness to travel to various project sites in Somalia as needed
  • Experience with qualitative methods required
  • Experience with qualitative data analysis software required
  • Excellent verbal and written communication abilities in English and Somali
  • High level of initiative to innovate and lead in remote and resource-limited settings
  • Excellent computer knowledge, particularly with MS Office and/or other project management software
  • Good team building and interpersonal skills
  • Proven analytical and research skills
  • Very good knowledge of Somali cultural, political and geographical context

Minimum Requirements:

  • · At least 3 years of experience in monitoring and verification with at least 2 years working on donor funded projects.
  • 3 – 4 years of experience with qualitative research methods.
  • · Proven experience with monitoring, verification or evaluation of USAID or other donor funded projects in Somalia.
  • · Working knowledge of project monitoring, evaluation and verification.
  • · Understanding of the current M&E trends, especially M&E systems in development organizations.
  • · Excellent data collection and management skills required.
  • · Previous experience in designing qualitative data collection tools.
  • · Experience with field data collection using mobile technology.
  • · Fluency in Somali

Education:

  • · At least a Bachelor’s degree in social sciences, development studies, statistics, economics or related field, such as operations research, quantitative analysis, etc.
  • · Formal training in qualitative research methods

Working Environment: Work is performed both in an office environment and in difficult field conditions.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel required. This position will require significant travel both within Somalia and to Nairobi spending up to two weeks at a time in any location.
