Description:

FHI 360 seeks a Specialist, Access to Finance and Investment for a USAID/Rwanda Activity that seeks to increase off-farm employment opportunities through enhanced access to finance, increased private investment, expanded reach of entrepreneurship support organizations, increased capacity of firms to attract and use finance, and deepened finance sector capacity to assess risk and increase return. The Access to Finance and Investment Specialist will work with financial institutions and investment funds to foster enterprise finance and develop financial products and services that are tailored to enterprises in Rwanda.

Job Summary / Responsibilities:

  • Provide technical guidance on access to finance and investment promotion related issues and work with stakeholders to identify gaps and devise solutions for finance options that are accessible, appropriate and affordable;
  • Establish strong relationships and work closely with credit and banking institutions to develop financial products and services appropriate to target companies, and with domestic, regional and international investment funds/mechanisms;
  • Collaborate with the Business Support Advisor on access to finance and capacity building product and service development to ensure products are designed to enhance an enterprise’s ability to prepare for, access, and manage credit, investment or other obligations, and to identify gaps and needs of medium and large firms;
  • Link business support providers and enterprises to investors, banking and other financial institutions and mechanisms;
  • Foster dialogue across project team to advance investment objectives and support overall project activities in investment promotion.
  • Support project activities related to increasing investments in provinces/districts in order to create jobs and employment opportunities.
  • Identify, promote, and facilitate feasible investments at the local and national level.
  • Identify bankable projects in target areas that would contribute to job creation and business expansion in these regions and work to identify investors suitable for such projects, including public and private sector entities.
  • Advance public private partnerships (PPPs) and build capacity of local government to promote investment from potential employers or expansion by existing employers.
  • Provide analysis of business and financial models for feasibilities, research, investments report, and recommendations in the selected sub-sectors.
  • Develop innovative ways of strengthening strategic linkages among public and private players to develop an information and advocacy network.
  • Works with key stakeholders in government, civil society and private sector to support public-private partnership models in high demand sectors.
  • Work closely with the Communications Specialist on awareness raising issues and content related to: capacity for accessing, and how to access and manage finance; investment preparedness/requirements and how to attract investment; the financing and investing environment in Rwanda; and the key players and stakeholders in the financing/investment environment;
  • Contribute inputs to annual work plans and all relevant communications and required client reporting mechanisms in close collaboration with field-based program staff;
  • Provide overall technical guidance, monitoring and oversight of directed technical assistance and capacity building, and lead all access to finance and investment facilitation and promotion activities; and
  • Develop and deliver training for enterprise support providers on financial management, business practices and skills; business plan development; and more, to strengthen and/or expand enterprise support providers’ portfolios of products and services.
  • Provide capacity building for financial institutions on risk measurement, mitigation and pricing.

Qualifications:

  • 8-10 years’ experience in banking, investment or similar access to credit experience.
  • Knowledge of small, medium and large enterprises operating in off-farm activities in Rwanda, the agricultural sector, business finance, and the investment and credit climate in Rwanda.
  • Experience in financial product development and investment promotion.
  • Demonstrated experience developing and integrating inclusive-related content and messaging in communications, tools and training materials, and in project activities across all technical components.
  • Experience in training, capacity building, advocacy and outreach
  • USAID experience preferred.
  • University degree in finance, economics, business, international relations or related.
  • Excellent oral and written English communication skills
  • Experience in Rwanda an asset.
