Chemonics seeks a strategic advisor to the director general of the Pharmaceuticals Fund and Supply Agency (PFSA) for its Global Health Supply Chain, Procurement and Supply Management (GHSC-PSM) project in Ethiopia. PFSA is an Ethiopian federal government agency responsible for the public sector healthcare supply chain in the country, including forecasting, procurement, warehousing, and distribution of medicines, supplies, and medical equipment. A large, complex organization, PFSA was created by decree in 2005 and has grown rapidly to fulfill its public mission. While the agency has made significant achievements supporting the rapid expansion of healthcare services in Ethiopia and has improved health outcomes, rapid growth has brought challenges. While there has been a significant increase in infrastructure and assets, business processes and systems have not kept up with this growth, and organizational capacity needs strengthening. PFSA is seeking an experienced business executive to support its senior management team, specifically the newly appointed director general, to develop and implement turnaround strategies to put the agency on a sounder business footing, enhance sustainability, improve business processes and systems, and ultimately help the agency support continued improvements in the health of all Ethiopians. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Act as a strategic adviser to the director general and senior management team
  • Assist the director general in facilitating effective decision-making
  • Mentor and build the capacity of the senior management team
  • Coordinate the development and execution of strategic initiatives, including business process reengineering, organizational development, and other strategic initiatives
  • Engage in the development of PFSA annual work plan
  • Ensure decisions are properly recorded, performance indicators are developed and monitored, and corrective actions are taken when needed
  • Assess inquiries directed to the director general, determine the proper course of action, and delegate to the appropriate individual to manage
  • Support overall supply chain management capacity building initiatives for PFSA central and branch offices
  • Address staff challenges, and track progress to resolution
  • Strengthen the use of data for both operational and strategic decision-making
  • Coordinate technical assistance from various donors and partners, and identify priorities
  • Support the director general in communicating to key stakeholders on organizational strengthening

Qualifications:

  • Bachelor’s degree required; master’s degree in business administration, public policy, supply chain management, public health, pharmacy, or related field preferred
  • Minimum of ten years of experience at a senior management level in a large private or public organization, preferably involved in medicine or fast-moving consumer goods distribution
  • Experience of and skills in any of the following preferred: supply chain management (warehouse management, distribution planning, fleet management, etc.); information systems management; monitoring and evaluation; organizational development
  • Proven ability to work strategically and collaboratively across different internal departments, locations, and diverse external stakeholders
  • Organized, self-motivated, action oriented
  • Excellent communication skills
  • Fluency in written and spoken English; working knowledge of Amharic an advantage
  • Demonstrated leadership, versatility, and integrity
