Since 2003, we have marketed products and led programs to prevent HIV, improve reproductive health, and improve child health. We market condoms and increase condom use among people most at risk of HIV. We increase access to clean water by selling Wuha Agar, a water disinfectant. At PSI Ethiopia we do more than simply provide products and services, we seek to create true change – buy making markets work for the poor – to increase the use of critical health products and services that are available, affordable, and desirable to the most vulnerable Ethiopian people

Your contribution

  • Monitor, document and analyze the performance of community-based health services as a basis for accountability, advocacy and policy activities, and ensuring standards and quality of care
  • Liaise with relevant program management and technical staff on health-related strategic information for activities related to strengthening the continuum of care and the “three 90s” goal at community level
  • Lead and own the development, tracking and implementation of a program/performance monitoring plan (PMP) in close work relation with USAID
  • Provide technical guidance and support to sub-awards in the design, implementation, monitoring and evaluation of the effectiveness of HIV services
  • Review, adapt, and create standardized tools and indicators to measure HIV interventions that capture relevant outcomes
  • Design and reinforce use of processes and tools to bring “evidence-to-action”
  • Design tools and processes to ensure quality of data
  • Design tools and processes to monitor and evaluate expenditures against program achievements, and provide data for decision making
  • In collaboration with the Finance Director, assess program value for money
  • In collaboration with program and technical staff, identify strategic needs for operational research and evaluation, and oversee implementation
  • Lead an integrated DHIS2 platform aligned with the Government of Ethiopia’s data information system and US government systems for efficient data generation and use

Your background

  • A Master’s degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, or statistics
  • Minimum of 5 years of work experience in establishing/ designing M&E systems and tools, and managing data-intensive programs, preferably in health
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators
  • Experience in program quality management (both service and data quality) and operational research
  • Knowledge of M&E and data quality management related to health programs
  • Demonstrated experience and knowledge in health programs to provide support and guidance to project staff on design, monitoring and evaluation
  • Fluent in Amharic

Additional desired qualifications include:

  • Demonstrated capacity in DHIS2 use and system management
  • Demonstrated knowledge of USAID and GoE monitoring and evaluation and quality management processes and systems
  • Experience conducting epidemiological analysis
  • Experience developing systems to collect individual client data and run big data analytics

HISTORY

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
