POSITION SUMMARY:

Reporting to the Project Director, the Strategic Information (SI) Advisor will provide technical support on all monitoring and evaluation activities related to the CDC–funded project Strengthening the Quality, Capacity, and Utilization of Health-related Data for Programmatic Planning and Policy Decision-making to Support the Government and PEPFAR-funded Partners in the Republic of Zambia under PEPFAR. The SI Advisor will provide technical guidance and vision for project monitoring and evaluation and knowledge management, ensuring that all activities meet the highest technical standards. S/he will oversee teams focused on design and implementation of M&E strategies, data quality assurance, associated frameworks, and methodologies as well as knowledge management and global technical leadership activities. MAJOR ACCOUNTABILITIES:

  • Lead a team supporting timely, accurate and appropriate reporting of project activities and results to funders, including quarterly, semi-annual and annual progress reports.
  • Oversee the development of data analytics to monitor outbreaks, cascades of care, programmatic pivoting, and key and priority populations
  • Engage in the process of validation and triangulation of data
  • Support the provision of ongoing training, systems development and strengthening for data quality improvement and other data-related activities
  • Mentor teams to train and conduct quality surveys
  • Develop tools and processes for visualization, and complex analyses and data coordination between multiple data sources
  • Implement remediation efforts that address identified gaps and challenges
  • Supporting capacity building through trainings culminating in work and action plans that include stakeholder engagement and ownership
  • Implements training and on-going technical mentorship on M&E
  • Design and oversee the implementation of M&E systems to collect, manage, and disseminate data for reporting progress towards the project’s objectives.
  • Ensure that routinely collected data summaries are available in a timely manner and in a user-friendly format for regular use by the Project Director and members of the technical team for program review and planning.
  • Develop efficient systems for project staff to collect and compile relevant information for routine project reports and other special reports.
  • In coordination with the Project Director and technical staff, prepare consolidated reports that include concise narratives and relevant tables and/or graphs to meet report requirements for all donors and stakeholders.
  • Ensure that robust electronic systems are in place to manage and use aggregate level M&E data.
  • Complete other duties and special assignments, as requested.

EDUCATION:

  • Master’s degree in epidemiology, demography, public health, or related health, medical, or social science discipline; doctoral-level degree preferred.

EXPERIENCE, SKILLS, AND MINIMUM QUALIFICATIONS:

  • 7+ years of experience in monitoring and evaluation of large-scale international health or development projects, with proven capacity in building and managing a diverse team of technical and support staff.
  • Demonstrated experience in facilitating the dissemination and use of data for decision-making.
  • Demonstrated experience in data quality assurance and implementation plans to improve data quality
  • Demonstrated competence in knowledge management.
  • Strong data management and analysis skills and advanced knowledge of aggregated databases as well electronic medical records systems.
  • Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferred, strong familiarity with CDC reporting requirements.
  • Fluency in English and excellent verbal and written communication skills is a must.

NOTE: This is a local hire position (i.e., candidates must be eligible to work in Zambia) and the successful candidate will be an employee of ICAP or its partners in Zambia and subject to the local terms and conditions of employment which includes a competitive salary and benefits package.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
