Department Overview

Pact seeks a Strategic Information Technical Lead for the proposed USAID-funded project entitled Swaziland Ready, Resourceful, Risk Aware (Triple R): OVC, Adolescent Girls and Young Women. The objective of the project will be to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls (AG) and young women (YW) in Swaziland. The project is expected to result in mitigation of the impact of HIV, reduction in new HIV infections, and improved HIV clinical outcomes for the above target groups.

Position Purpose

The Strategic Information Technical Lead will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and for ensuring quality of interventions. H/she will responsible for all data submissions in accordance with PEPFAR and USAID requirements. S/he provides technical guidance and support to any consortium members or subgrantees in establishing and implementing their monitoring and evaluation systems for the project. Please note that this position is contingent upon award of funds.

Key Responsibilities

Develop project-specific monitoring tools in collaboration with relevant departments.
Support Program staff in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas
Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results
Develop data collation and aggregation tools, and maintain project databases
Integrate the use of innovative technologies, data platforms, and GIS mapping for data collection, management, and reporting
Review and finalize Monthly, Quarterly and Annual MERL workplans and budgets
Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met
Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys , special studies, and other components of the M&E system .
Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts
Manage external data quality audit
Supervise project M&E staff
Conduct M&E capacity assessments of partners
Provide support to partners in developing program descriptions that include result frameworks with relevant custom and donor indicators
Provide one-on-one technical assistance, mentoring and coaching to support partners in: ensuring realistic targets are set for all required and customized indicators, as well as conducting and facilitating MERL training for partners that include basic MERL, data quality management, basic data analysis, and managing evaluations
Other related tasks as needed
Basic Requirements

A Master’s degree in public health, epidemiology, biostatistics, demography or related field
At least 7 years of experience in establishing / designing M&E systems and tools and managing data intensive health programs, preferably in PEPFAR funded programs
Experience with data entry and analysis in PEPFAR’s DATIM system
Experience with qualitative and quantitative M&E data collection and analysis methods
Demonstrated knowledge of and experience with PEPFAR reporting and MER indicators
Demonstrated experience in designing and managing operational research and evaluations
Experience in program quality management (both services and data quality) and quality improvement systems
Demonstrated writing and data presentation skills
Demonstrated skills in project design, implementation and reporting, preferably for USG funded programs
Preferred Qualifications

Experience in working with mobile health data systems (mHealth) highly desirable
Local candidates highly encouraged to apply
