Chemonics seeks a supply chain technical advisor for the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) Project. This project ensures uninterrupted health commodity supplies for U.S. government-funded public health initiatives around the world, including the President’s Emergency Plan for AIDS Relief, the President’s Malaria Initiative, and the Office of Population and Reproductive Health. At the country level, GHSC-PSM provides global commodity procurement and logistics support, systems strengthening technical assistance, and global collaboration support to improve the long-term availability of health commodities. The supply chain technical advisor will be based in Monrovia, Liberia, with intermittent travel within the country. They will report directly to the country director or their designee. Responsibilities include:
- Work with the country director to develop a strategic plan for sustaining Liberia’s supply chain over the next three to five years; collaborate with the host government on a long-term plan to improve access to medicines, providing visibility throughout the supply chain
- Work with the Ministry of Health, USAID, and other counterparts to ensure that the right quantities of health commodities are delivered and available at all levels of the supply chain
- Provide strategic direction and technical leadership for the project’s health supply chain operations in Liberia
- Directly supervise warehousing and distribution team leaders; indirectly supervise other local staff reporting to these team leaders
- Support staff to troubleshoot and address supply chain issues that affect commodity availability (before, during, and after commodity distribution)
- Coordinate linkages among health facilities and warehouse and distribution service providers to ensure prompt commodity delivery
- Ensure warehousing and distribution solutions include robust monitoring and data visibility measures, such as proof of delivery, physical inventories, and accurate documentation and reconciliation of supplier orders and deliveries
- Maintain compliance with Chemonics’ and GHSC-PSM’s policies and procedures, ensuring that standard operating procedures and work instructions are implemented
- Help prepare monthly, quarterly, and annual technical reports as required
- Foster a workplace environment that encourages creating opportunity, serving others, building trust, being innovative, and exceeding expectations
- Work with the GHSC-PSM finance team to ensure that all documentation is accounted for prior to paying suppliers
- Collaborate with GHSC-PSM’s home-office technical and operational staff
- Perform other duties and responsibilities as required
Qualifications:
- Bachelor’s degree in industrial engineering, logistics, public health, or a related field; master’s degree preferred
- Minimum eight years of relevant work experience in warehousing, logistics, and supply chain operations; minimum five years of project management and supervisory experience
- Experience working with USAID, the President’s Malaria Initiative, or other donor agencies highly desirable; experience working in Liberia preferred
- Skilled in leading and managing high-performing teams
- Demonstrated ability to work with donors, government counterparts, and partners in implementing complex programs
- Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
- Experience working with Microsoft Excel, Microsoft Word, and other computer software
- Demonstrated leadership, versatility, and integrity
- Fluent English (written and spoken) required
