Background

Palladium is seeking a Team Leader for an upcoming programme to support capacity strengthening of communities and institutions to prevent and respond to Gender-Based Violence (GBV) and Violence Against Children (VAC) and to strengthen access to justice for women and children living with violence in Malawi. The programme is expected to run from 2018-2024 and aims to reduce the prevalence of GBV and VAC as well as fully realise women’s and children’s human rights through national and community-based approaches.

The programme intends to shift harmful gender norms so that Violence Against Women and Children (VAWC) is not tolerated and that survivors have support. The programme hopes to foster non-violent behaviours as well as to improve the accessibility, responsiveness and accountability of the justice system to women and children.

Purpose of Position

The Team Leader (TL) is responsible for leading and managing the programme in-country and has programmatic, financial and management responsibility for the project.

The role will also involve providing strategic programme guidance and representing the programme externally. The TL ensures that project objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of the client are adhered to.

Client Relationship and Stakeholder Management:

  • Maintain excellent working relationship with the client and ensure agreement of the programme’s strategy, plans, resource requirements and any other contract amendments required
  • Maintain regular communication with the client and ensure that activity reports and critical program issues are resolved in a timely manner
  • Represent the programme externally and ensure that activities are aligned with broader social policy efforts in Malawi
  • Represent and promote legitimate commercial interests of the company
  • Program Leadership and Management
  • Provide overall guidance and strategic direction to all aspects of the programme, ensuring that activities are implemented to a high quality within expected timeframes and expected results are achieved

Human Resource Management:

  • Assume overall responsibility for the effective and professional management of the project team
  • Lead, guide, mentor and manage the performance of technical and administrative direct reports and, with the DTL ensure appropriate processes are in place for induction, guidance and management of other staff
  • Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings as well as learning and development

Financial Management and Administration:

  • Primary responsibility for the use of reimbursable financial project resources, excluding lines associated with Palladium expenditure
  • Resource allocation decisions, including the choice and use of personnel and development of budget variations, to be made based on a consideration of past and future commercial project performance and the need to achieve and improve on corporate income targets
  • Responsible for ensuring the financial performance of the project is met and exceeded in terms of the company bottom line
  • Support the preparation and delivery to the client of budget variations and contract amendments

Minimum education and experience required

Essential:

  • A post-graduate qualification in relevant field e.g. gender and social inclusion, international development, economics, social science, social policy, administration or related technical field
  • At least 10 years experience working in a senior position including significant experience in violence against children and women, promoting gender equality, safety security and access to justice or another related field
  • Good understanding of strengthening VAWG prevention and expertise in two or more of the following areas: gender transformative programming, child protection systems strengthening and formal and informal justice sector interventions including community and police victim support systems
  • Experience managing large scale donor programmes, preferably in Africa and successfully delivering planning and budgeting responsibilities
  • Fluent written and spoken English

Desirable:

  • Familiarity with donor programme management, reporting, and systems
  • Experience managing programmes that have used flexible and adaptive approaches

Key competencies and professional expertise required:

  • Understanding of, and commitment to inclusive growth, including in relation to gender equality and tackling extreme poverty
  • Successful track record in delivery of complex programmes
  • Strong track record in project operations or business management and administration
  • Excellent leadership, representation and organisational skills
  • Strong management and people handling skills
  • Financial acumen and the ability to interpret and analyse financial reports
  • Ability to operate in complex situations
  • Ability to foster successful partnership approaches and relationships among a variety of organisations/institutions
  • Excellent English language communication skills
  • Ability to communicate effectively and negotiate persuasively with high level decision makers
