Project Overview and Role

Palladium is seeking a Team Leader for the upcoming DFID-funded programme to support social system strengthening and reform in the social protection sector in Mozambique with a focus on resilience to climate change, and responding to the economic and environmental challenges in Mozambique. The program is expected to run from September 2017 until March 2020 and aims to support Government of Mozambique to deliver a more comprehensive and sustainable social security system.

A Technical Assistance and Innovation Facility (TAIF) will be established to provide assistance, build capacity and drive forward innovations in social protection systems for the Ministry of Gender, Children and Social Action (MGCAS) and the National Institute for Social Action (INAS).The TAIF will support strengthening of government capacity, innovation in key areas, focusing on developing public works assets that contribute to climate resilience, and support the introduction of a new Early Childhood Grant (ECG).

The Team Leader is responsible for leading and managing the programme in-country and has programmatic, financial and management responsibility for the project The Team Leader is a senior representative of Palladium and as such ensures that risks are minimized, company policies, processes and procedures are adhered to, and the project is compliant with DFID’s policies, rules and regulations.

The role will also involve providing strategic programme guidance and representing the programme at meetings with Government, donors and UN partners. The role ensures that project objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of the client are adhered to. The role works closely with and manages the project team of technical and administrative professionals and other support staff.

The Team Leader is the primary liaison with the client and represents the company with other donors, partners and stakeholders, including the government of Mozambique.

Responsibilities

Client Relationship and Stakeholder Management:

  • Maintain excellent working relationship with the client and ensure agreement of the program?s strategy, plans, resource requirements and any other contract amendments required;
  • Maintain regular communication with the client aand ensure that activity reports and critical program issues are resolved in a timely manner;
  • Represent the programme in external stakeholder meetings including with Government of Mozambique, World Bank and ensure that activities are aligned with broader social protection efforts in Mozambique
  • Represent and promote legitimate commercial interests of the company
  • Program Leadership and Management:
  • Provide overall guidance and strategic direction to all aspects of the programme, ensuring that activities are implemented to a high quality within expected timeframes and expected results are achieved.
  • Lead the preparation of the annual strategic plans; overseeing the Deputy Team leader to develop the development of three monthly technical and operational work plans and budgets on a monthly basis; staffing plans; performance improvement plans and other plans as required;
  • Ensure appropriate consultation in the development of plans and budgets (including consultation with the Project Director, Operations Team, the client, and other project stakeholders);
  • Assume overall responsibility for the effective implementation of work plans and ensures delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Monitor implementation progress; maintain up to date logs of issues and risks; work to resolve issues, manage and mitigate risks; and escalate material issues and risks as appropriate;

Human Resource Management:

  • Assume overall responsibility for the effective and professional management of the project team;
  • Lead, guide, mentor and manage the performance of technical and administrative direct reports and with the DTL ensure appropriate processes are in place for induction, guidance and management of other staff;
  • Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development;

Financial Management and Administration:

  • Primary responsibility for the use of reimbursable financial project resources, excluding lines associated with Palladium expenditure.
  • Resource allocation decisions, including the choice and use of personnel and development of budget variations, to be made based on a consideration of past and future commercial project performance and the need to achieve and improve on corporate income targets.
  • Responsible for ensuring the financial performance of the project is met and exceeded in terms of the company bottom line;
  • Supports the Team leader to ensure consistent implementation of company Standard Operating Procedures (SOPs) and Guidelines, Security Protocols and, where applicable, recommend modifications;
  • Ensure the project provides and demonstrates good value for money;
  • Support the preparation and delivery to the client of budget variations and contract amendments;

Requirements

Essential

  • A post-graduate qualification in relevant field e.g. international development, economics, social science, social policy, administration or related technical field
  • At least 10 years’ experience working in a senior position on social protection, social policy, livelihoodsissues or in another related field
  • Good understanding of social protection systems strengthening and expertise in two or more of the following areas: cash transfers, public works programmes, climate sensitive social protection, Early childhood grants and M and E of social protection programmes
  • Experience managing large scale donor programmes, preferably in Africa and successfully delivering planning and budgeting responsibilities
  • Experience managing programmes that have used flexible and adaptive approaches
  • Fluent written and spoken English.

Desirable

  • Familiarity with DFID programme management, reporting, and systems.
  • Portuguese language skills

  • Understanding of, and commitment to inclusive growth, including in relation to gender equality and tackling extreme poverty
